The Human Resource Management Branch in the Programme Support and General Management Division (PSM/HRM) provides a broad range of services, including the development of policies, systems and tools that facilitate human resource management, thus enabling the Organization to achieve its business and strategic goals, while upholding the impartiality and fairness embodied in the Staff Regulations and Rules of UNIDO. As a service provider, the Branch contributes to an organizational culture that is open, future-oriented and responsive in order to meet the diverse and changing needs of UNIDO's clients with emphasis on people and results, professionalism, innovation, excellence, integrity, knowledge sharing, learning and cultural sensitivity.
The consultant will be working with the Human Resources Planning and Development Unit (HPD), which promotes and implements strategic organizational policies aimed at improving the planning, acquisition, development and retention of the human resources required for the Organization's mandate. Under the direct supervision of the Unit Chief, and the overall supervision of the Director of the Branch, the consultant will serve as the specialist in the areas of staff performance management and related staff development matters. In this respect the consultant will closely coordinate his/her work with the Office for Change and Organizational Renewal.
Main Functions
In the context of an ongoing organizational change management programme the consultant is expected to support the successful implementation of the organization's newly devised staff performance management application, on the basis of a newly implemented ERP system (i.e. SAP) and a number of related organizational learning initiatives. The consultant will specifically be expected to:
Provide expert advice on best practices with regard staff performance management systems and related staff development programmes and organizational learning activities. Contribute to the development of the organization's policies and guidelines in this area. Expected Results: Expert advice and input to the development of relevant policies and guidelines provided as requested.
Support the development and testing of UNIDO's new staff performance management system (a management-by-objectives scheme which covers workplan and competencies objectives, features a 360 multi-rater component for the competency part, and is administered electronically through a customized SAP application). Expected Results: The new staff performance management system has been developed according to specification, has successfully passed the piloting stage and is ready for organization-wide implementation as of 1 January 2012.
Develop and implement awareness, information, training and learning activities in support of the organization's new staff performance management system, for staff at large and specific target groups, e.g. staff with supervisory responsibilities. Develop and implement related staff development and organizational learning activities, as and when required. Expected Results: A comprehensive and detailed training plan has been developed and implemented and, as a result, staff is well prepared for the launch of the new staff performance management system by 1 January 2012.
Advise managers and staff on all aspects of the new performance management system and related learning activities. Expected Results: Staff and managers feel well informed about the new staff performance management policies and guidelines.
Monitor progress and prepare regular status reports on the above mentioned activities and staff members' compliance with the new system.

Minimum Requirements
Education: Advanced (second or third-level) university degree in human resources management or adult education, public or business administration, law or related area.
Work Experience: A minimum of 5 years of professional experience including at the international level, in the areas of staff performance management and staff development. Experience in developing and implementing staff performance management systems in international organizations, preferably in the public sector. Proven track record in managing the design and implementation of organizational learning schemes and co-ordinating staff development programmes, including facilitating workshops and training courses, in international organizations in the public or private sector. Work experience as a trainer in the field of staff performance management is an asset. Experience with the implementation of staff performance management applications and staff development programmes in the context of an ERP system (in particular SAP) is highly desirable and an asset. Sound knowledge of and experience in the use of information technology systems and platforms to deliver learning programmes and staff performance management applications. Experience in working with the SAP Productivity Pack (or RWD application or uPerform application) would be an asset.
Language: Fluency in English. Working knowledge of another UN language would be an asset.
