BACKGROUND
The International Rescue Committee is one of the largest providers of relief and development assistance in the Democratic Republic of Congo with an annual budget of approximately US$ 80 million and over 900 staff. In seven of DRC’s provinces, IRC implements programs in the sectors of health, governance & community development, women’s protection & empowerment, education, and emergency response through a network of nine field office and a range of institutional and community partnerships.
As a partner to the lead agency, Management Sciences for Health, IRC is co-implementing the five-year, USAID-funded Integrated Health Project (DRC-IHP), which covers 4 provinces of the DRC: South Kivu, Katanga, Kasai Oriental and Kasai Occidental. With an overall budget of approximately $140 million, IHP will provide support and oversight to the health system in 80 health zones, strengthening the delivery of quality health services to an estimated 10 million people.
SCOPE OF WORK
In collaboration with the Chief of Party (COP) and other key project staff, the Deputy COP (DCOP) is responsible for ensuring strategic project implementation in accordance with the USAID cooperative agreement, USAID regulations, and internationally recognized health project standards. The DCOP will work closely with the COP to maintain active communication with the USAID Mission regarding strategies, challenges, performance plans, and indicators for success. The DCOP will ensure the timely implementation of all project activities, and will work closely with the Senior Technical Advisor to provide technical guidance and support to the project. The DCOP will have a special focus on drug procurement, management and distribution. The DCOP will perform the duties of the COP in his absence.
KEY RESPONSIBILITIES
- Participate in the management of project planning, monitoring and evaluating activities in accordance with donor requirements.
- Participate in the development of strategic workplans with clear objectives and achievement benchmarks, long- and short-term priorities, implementation plans, financial projections, and evaluation tools.
- Oversee drug procurement, management and distribution aspects of the project.
- With Senior Technical Advisor, Primary Health Care, manage and oversee delivery of health services improvements including clinical standards and management capabilities.
- Work with all key staff to identify technical assistance needs and arrange for the provision of assistance.
- Report to USAID through formal and informal debriefings, annual and semi-annual reports, as agreed upon with the COP.
- Assist the COP to manage a solid cooperation with partner organizations, local governments, Government of DR Congo, especially MOH, donors and the international community.
- Assist the COP in managing external project relations. Represent the project and the organization in the public and ensure the distribution of information about Project achievements and lessons learned.
- In collaboration with the Project’s Monitoring, Evaluation and Data Management (ME&DM) Director, the DCOP will monitor project results and will be responsible, with the rest of the senior management team, for ensuring that the project provides high quality services, meets its annual targets, and is maximizing positive outcomes.
- Support project staff by creating and maintaining a work environment that promotes teamwork, trust, mutual respect, and empowers staff to take responsibility and show initiative.
- Ensure timely and effective implementation of all project activities.
- Support the project staff in strengthening linkages between communities and health facilities.
- Provide ongoing performance feedback to staff.
- Ensure coordination between this and other USAID-funded projects.
- Travel between headquarters and field sites as necessary and required.
- Perform other duties as assigned by the COP.
QUALIFICATIONS
- Advanced degree at the Masters level or higher in social science, public health, or other appropriate area. MD preferred.
- At least five years supervisory experience with USG-funded international health project design, monitoring and evaluation methodologies including qualitative and quantitative skills.
- Experience directing, managing, implementing, and evaluating large, complex projects, including the collection, analysis, and presentation of health and population data that covers the full range of technical, field and administrative skills required for successful implementation of this type of project.
- Well-organized, attentive to detail, and able to handle multiple tasks simultaneously; pro-active in anticipating work requirements and problem solving.
- Works well independently and in teams.
- Demonstrated fluency in English and French (FS-4 level or higher).
- For non-Congolese candidates, previous experience of working in the DRC is strongly preferred.
- Willingness to travel within the DRC as needed.
