Conseiller en Ressources humaines/ Human Resources Advisor

Fondée en 1933 à la demande d'Albert Einstein, l’International Rescue Committee (IRC) est l'un des plus importants organismes humanitaires au monde. L’IRC vient en aide, prévoit des mesures de réadaptation et apporte un appui en matière de reconstruction au lendemain d'un conflit aux victimes d'oppressions et de conflits violents. Au travail dans plus de 26 pays, l'IRC s'engage à la liberté, la dignité humaine et de l'autonomie.


PORTEE
L'IRC travaille dans le Sud Kivu depuis 1996 et les activités de ses programmes ont connu une croissance importante au cours de ces dernières années. Aujourd’hui, l'IRC est la plus grande organisation humanitaire dans la province, avec plus de 320 employés locaux et expatriés dans son bureau de Bukavu, dans les antennes de Minembwe et d’Itombwe et dans d'autres antennes disséminées dans la province.

Le département des ressources humaines/administratif a récemment été soumis à des changements structurels importants pour s’adapter à cette croissance et continue d’examiner et d’analyser les systèmes dans le but de remplir ses objectifs. En outre, une approche plus structurée et centralisé pour le développement du personnel est en cours d’application.

En consultation et en collaboration avec le directeur adjoint des opérations et le coordinateur administratif/RH, le Conseiller en RH procèdera à une évaluation de la structure et des systèmes de RH par le biais de propositions et de recommandations pour amélioration. Le Conseiller en RH proposera également des solutions pertinentes et efficaces pour la mise en œuvre des politiques de développement du personnel de l'IRC de manière structurée, efficace et opportune.


RESPONSABILITÉS

  • Évaluation des besoins :
    • Structure des Ressources humaines / du département administratif
      • Analyse les besoins hebdomadaires, mensuels et annuels en RH du Programme du Sud Kivu de l'IRC et des départements opérationnels, y compris les exigences de reporting auprès des départements RH/administratifs de Kinshasa et de New York.
      • Analyse les lignes directrices, les normes et les procédures RH/administratives de l'IRC.
      • Analyse la structure RH/administrative en place au Sud Kivu et son interaction avec les autres départements provinciaux, la coordination régionale à Kinshasa et le département des RH à New York.
    • Met en œuvre un système centralisé de gestion du développement du personnel à l’égard de la politique de développement du personnel de l'IRC et des lignes directrices Connect de l'IRC.
      • Connaît bien et analyse les exigences de mise en œuvre de la Politique de développement du personnel.
      • Analyse les principaux besoins de développement du personnel des départements Programme et Opérations.
  • Conception du processus d'activité et structure organisationnelle :
    • Propose des solutions structurelles pour optimiser la capacité du flux de travail et des prestations du département des RH. Ces solutions comprennent a minima un organigramme optimal, des descriptions de poste révisées et des recommandations spécifiques pour la création (et la conduite du processus de recrutement) de nouveaux postes.
    • Propose de nouveaux transferts de responsabilités dans le département des RH/administratif pour un flux de travail optimal/conforme aux objectifs fixés dans le strict respect des normes et des règlementations de l'IRC.
    • Collabore avec l'équipe pour élaborer un programme RH/administratif de développement et d’activité annuel axé sur le renforcement des capacités du personnel et le transfert progressif de nouvelles responsabilités avec des objectifs et des indicateurs bien identifiés.
    • Développe des outils de mise en œuvre/gestion des politiques, des indicateurs et des formats de rapports internes.
  • Formation et mise en œuvre :
    • Fournit une assistance spécifique au recrutement de nouveau personnel international et national dans la province ; assure une formation sur le tas sur les meilleures pratiques de recrutement qui se conforment strictement aux directives et aux procédures de l'IRC.
    • Forme les membres du personnel administratif/RH sur leurs nouvelles responsabilités en conformité avec les nouvelles descriptions de postes et la nouvelle structure administrative/RH proposées.
    • Révise et renforce la mise en œuvre des outils Rh/administratifs de reporting pour assurer le suivi efficace de la performance du département par rapport aux indicateurs fixés par le Coordinateur RH/administratif et les membres de la direction.
    • Forme le personnel pertinent sur la politique de développement du personnel, ses défis, sa structure de mise en œuvre/gestion, ses indicateurs, ses instruments de suivi et les formats des rapports.
    • Supervise la mise en place de la politique de développement du personnel au sein de la structure du département RH/administratif et fournir la formation sur le tas et l'assistance nécessaires au personnel pertinent dans les activités/planification au quotidien si nécessaire.


Exigences

  • Diplôme universitaire dans un domaine apparenté ou expérience sur le terrain pertinente.
  • Au moins 2 ans d'expérience dans le domaine des Ressources humaines, de préférence dans le contexte d'agences humanitaires.
  • Solide expérience dans la gestion du changement, la conception des processus d'activité et leur mise en œuvre.
  • Expériences antérieures à l'étranger, dans des zones en situation de conflits ou de post-conflit.
  • Connaissance et expérience des procédures de l'IRC en matière de RH souhaitables mais non obligatoires.
  • Excellente connaissance du système Microsoft Office
  • Capacité d’autonomie et de travail en équipe.
  • Excellentes capacités interpersonnelles.
  • Excellent niveau de français et anglais écrits et parlés.

Situation sécuritaire particulière /Logement : Le Conseiller RH sera basé à Bukavu. Même si la situation à Bukavu est habituellement calme, des conflits civils sont en cours dans les provinces de Kivu et la région est parfois instable. L’ensemble du personnel de l'IRC est tenu de respecter les lignes directrices en matière de sécurité. Le Conseiller en RH aura droit à un logement partagé mais confortable sur le Lac Kivu. Ce poste est non accompagné.

SCOPE
The IRC has been working in South Kivu since 1996, and has seen substantive growth in program activities in recent years. Today, the IRC is the largest humanitarian actor operating in the Province, and employs over 320 local and expatriate staff in its Bukavu office, Minembwe and Itombwe sub-offices, and several antennas in the Province.
The HR/Admin department recently went through substantial structural changes to adapt to this growth, and continues to review and analyse systems to ensure that the department is fit for purpose. In addition, a more structured and centralized approach to staff development is being rolled out.
In consultation and collaboration with the Deputy Director for Operations and the Admin/HR Coordinator, the HR Advisor will carry out an assessment of the HR structure and systems, proposing and rolling out recommendations for improvement. The HR advisor will also propose appropriate and efficient solutions to implement the IRC staff development policies in a structured, timely and effective manner.

RESPONSIBLITIES

1) Needs Assessment:

  • a) Human Resources / Admin Department structure
  • Analyse the weekly, monthly and yearly HR needs of the IRC South Kivu Program and Operations departments, including reporting requirements to HR/Admin departments in Kinshasa and New York.
  • Analyse the IRC HR/Admin guidelines, standards and procedures
  • Analyse the current HR/Admin structure in place in South Kivu, and its interaction with other Provincial departments, the Regional Coordination in Kinshasa, and the HR department in New-York
  • b) Implementation of a centralized staff development management system in respect of the IRC Staff Development Policy and IRC Connect Guidelines
  • Get full knowledge of and analyse the requirements of the implementation of the Staff Development Policy
  • Analyse the main staff development needs of the Program and Operations departments.

2) Business Process Design and Organizational Structure:

  • Propose structural solutions to optimize the workflow and delivery capacity of the HR department. As a minimum these solutions will include an optimal org chart, revised job descriptions, and specific recommendations for (and leading the recruitment of) new positions.
  • Propose new devolutions of responsibilities in the Admin/HR department for an optimal workflow / reported against output delivery, in strict respect of the IRC rules and regulations.
  • Work with the team to elaborate an HR / Admin annual work & development plan, focusing on staff capacity building and gradual devolution of new responsibilities, with identified objectives and indicators.
  • Develop policy implementation/management tools, indicators and internal reporting formats

3) Training and Implementation:

  • Provide specific assistance to the recruitment of new international and national staff within the province; provide on-the-job training on recruitment best practices that strictly adhere to the IRC guidelines and procedures.
  • Train the Admin / HR staff on their new responsibilities in line with the proposed new job descriptions and Admin/HR structure.
  • Review and reinforce implementation of all HR/Admin reporting tools to ensure efficient monitoring of department performance against indicators by the Admin/HR Coordinator and senior management.
  • Train the relevant staff on the Staff Development Policy, its challenges, implementation/management structure, indicators, follow-up tools and reporting formats.
  • Oversee the rollout of the Staff Development policy within the Admin/HR department structure, and provide on-the-job training and assistance to relevant staff in their daily activities/planning where necessary.

REQUIREMENTS

  • University degree in related field or relevant field experience
  • At least 2 years experience in Human Resources, preferably with humanitarian agencies
  • Strong experience with change management, businesses processes design, and implementation.
  • Previous overseas experience in conflict and/or post conflict environments
  • Knowledge of and experience with IRC HR procedures would be appreciated but is not compulsory
  • Computer proficiency in Microsoft Office
  • Work both independently and as a team member
  • Strong interpersonal skills
  • Fluent in written and spoken French and English

SPECIFIC SECURITY SITUATION/HOUSING
The HR Advisor will be based in Bukavu. While security in Bukavu is generally calm, civil conflict is ongoing elsewhere in the Kivu provinces, and the area is considered unstable at times. Strict adherence to security guidelines is requested of all IRC staff. The HR Advisor will be provided with comfortable shared housing overlooking Lake Kivu. This position is non-accompanied.
