Zambia Cargo & Logistics Limited (ZCL) is a multi-million dollar international logistics Company operating a regional and global business. The Company recently changed its name to reflect the organizations new mandate arid new vision as per recently approved Strategic Plan for the next five years .i.e. 2016 to 2021.
The Company was established in April 2001. ZCL is'a wholly owned state enterprise of the Government of the Republic of Zambia, supervised by the Ministry 'Of Transport and Communications based in Lusaka. The Company's current corporate head office and its main operations centre, Mukuba Depot, is located in Kurasini area, in Oar es Salaam, Tanzania next to the dockyard. Hitherto, the Company has been handling mainly mineral cargo, especially copper, but over the years the Company has diversified its revenue base to include agricultural related cargo and other general cargo. PROCUREMENT MANAGER
Responsible for all procurement activities for the Company in accordance with the procurement procedures and guidelines. To deliver, outcomes and objectives as agreed with the Tender Committee, including those contained within the service plan. Provide advice, assistance and follow up of procurement and contracts.
RESPONSIBILITIES
• Identifies, negotiates and implements contract and framework agreements which result in efficiencies in line with financial and forecast requirements.
• Maintains accurate auditable records of all procurement process which result in high process compliance
• Develops, manages and coordinates the procurement processes.
• Ensures proper specifications of material. to be purchased including research and supplies
• Issues procurement and disposal documents to suppliers in accordance with the prevailing Tanzanian and Zambian laws and regulations on procurement and other related legislations
• Ensures that goods or services are of high quality, regardless of the low price quoted.
• Maintains proper records of orders placed and ensure timely delivery of goods and services as per contract.
• Maintains and updates annually standing no list of pre-qualified Suppliers.
• Prepares annual procurement plans or purchase 0 equipment’s service supplies for smooth, operations
• Offers advisory services, to user departments for effective and efficient implementation of the procurement plans.
• Review and recommend purchasing systems for smooth operations
• Coordinates the receiving, opening and evaluation of tenders, 'proposals and quotations
• Keeps all procurement contracts
• Undertakes negotiations with suppliers to solve disputes arrange contract variations and enforce contractual obligations
• Attends to audit queries relating to procurement of materials and sales of Company assets,
• Secretary to the Tender Committee of the Company
• Arranges all Tender Committee meetings
• Custodian of all procurement documents.
• Assigns duties to your subordinate and review the work performance
• Perform any other related duties as required by management.
SKILLS SPECIFICATION TO THE POST.
• An understanding of best procurement practices
• Excellent organizational skills with ability to meet deadlines and calmly under pressure
• Ability to develop strong working relationships with internal and 'external stakeholders .
MINIMUM QUALIFICATIONS AND WORK EXPERIENCE
• Five (5) years’ experience in the procurement field. At least two of those years must have been working at a senior position in the procurement department
• Experience in sourcing and procuring a large and varied range of products and services
• Experience in participating in tender processes and frame work agreements.
• Team player
• Computer literate in word processing, excel, internet and e-mail.
• Demonstrated ability to make presentations to management arid' other external parties where. required
• Person of high integrity and ethical standards
• Bachelor's degree in Procurement or its equivalent.
• Registered member of the Procurement and Supplies Professionals and Technicians Board of
• Tanzania
• Membership of an internationally recognized professional body, in procurement is also vital and may be an advantage .
Good command of, English and Swahili.
