General introduction

The following are eligible to apply:

- ILO Internal candidates in accordance with paragraphs 31 and 32 of Annex I of the Staff Regulations.

Staff members with at least five years of continuous service with the Office are encouraged to apply and will be given special consideration at the screening and evaluation stage.

In accordance with the Staff Regulations and letters of appointment, successful candidates for positions in the Professional category would be expected to take up different assignments (field and Headquarters) during their career, the desirable length of an assignment in any specific position being two to five years, following which the incumbent should be willing to move to another assignment and/or duty station.

The specific language requirements for this position are detailed hereunder. Candidates whose mother tongue is not one of the ILO working languages (English, French and Spanish) shall possess a fully satisfactory working knowledge of at least one of the working languages in order to apply. If appointed, and if so required as per the position requirements, they may be required to acquire a working knowledge of a second working language during their initial years of service in the Office.

INTRODUCTION
The position is located in the Labour Migration Branch (MIGRANT), within the Conditions of Work and Equality Department (WORKQUALITY). WORKQUALITY brings together the ILO's technical expertise in the areas of economic and labour market analysis, working conditions, labour relations and collective bargaining, labour migration, disability inclusion, gender and ethnic/racial equality, HIV/AIDS in the workplace, and policy integration. MIGRANT has the primary responsibility within the Office for the formulation and implementation of the Organization's policies and decisions concerning migrant workers, as well as for the design, the implementation and the evaluation of national migration policies.

MIGRANT undertakes analytical work on the economic, employment and social aspects of international migration with an emphasis on its implications for development, labour markets and worker protection; provides related technical advisory services to its constituents and other concerned stakeholders; carries out technical cooperation activities; organizes policy forums and meetings on labour migration issues; and publishes and disseminates related information and good practices.

The Specialist on Labour Migration will analyse complex interactions between social, regulatory and economic policies affecting labour migration, including those concerning regional institutions and/or communities vulnerable to crises, and be expected to contribute to policy development activities and country technical assistance in the field of labour migration. His/her work will primarily focus on Africa and relevant migration corridors with other regions, such as the Arab States.

The incumbent will report to the Chief of MIGRANT.
Description of Duties
Specific duties

The incumbent will:

1. Design comprehensive policy packages in countries of origin and destination, which focus on the protection of migrant workers and the interface of migration with labour market issues and policies.

2. Undertake and coordinate technical work on projects and programmes dealing with labour migration, labour mobility and labour market integration of refugees, including through facilitating interregional dialogue on fair migration governance.

3. Provide policy advice to regional economic communities and member States on labour migration, labour mobility and the labour market dimensions of people's movements due to economic, environmental and/or conflict-related crises. Contribute to and coordinate the production of gender-sensitive policy-oriented research on labour migration, labour mobility and interactions with economic and social policy. Research and write comprehensive, technically advanced studies and reports that identify problems, outline alternative policy considerations and strategies, and make recommendations.

4. Undertake planning and organisation of technical workshops and conferences on labour migration issues, and present the results of activities carried out.

5. Represent the ILO and coordinate with senior officials in other organizations of the UN system to discuss changes in social, economic and labour policies affecting migration flows and the integration of migrants in host countries, and review policy proposals and their likely consequences. Participate in and contribute to meetings of experts.

6. Coordinate with the ILO's Regional offices, other field structures and ILO technical departments and programmes in order to: (i) discuss analysis, advisory services and technical cooperation activities, and develop tools and packages; and (ii) follow up on requests for advisory services, develop joint projects and to join advisory teams.

7. Represent the ILO as a specialist in labour migration policy with member States and before inter-governmental or non-governmental bodies on issues relating to the inter-linkage of labour migration with economic planning and development activities and provide technical assistance, including areas vulnerable to crisis-driven migration and have the ability to do so particularly in the African and/or Arab states regions.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

1. Design and promote a wide range of special subject-matter-related programmes, This involves: re-analysis of complex or conflicting data, statistics and information or policy guidelines, in a manner requiring the advanced application of principles of a recognised technical specialisation.

2. Formulate and submit project proposals/seek funding for other initiatives as appropriate.

3. Undertake technical advisory missions independently or in collaboration with Multidisciplinary Teams.

4. Conduct and participate in seminars, workshops and technical meetings and training courses.

5. Draft manuals and/or training guides on related topics.

6. Disseminate information on programmes through publications and, press releases, in collaboration with DCOMM, as well as ensuring representation at donors' meetings, international, regional and national fora and advocacy campaigns.

7. Monitor and coordinate research carried out by junior technical officers and external collaborators.

8. Provide technical inputs to office documents (sectoral meetings, technical committees, regional meetings and conference reports).

9. Participate in tripartite reviews on technical cooperation activities and international meetings and conferences.

10. Identify, monitor, and evaluate training methodologies suitable for international, national, local and sectoral levels for national training institutes and ILO technical co-operation projects.
Required Qualifications
Education
Advanced university degree in social sciences, economics, international relations or international law, with demonstrated expertise in the relevant technical field. 
Experience
Eight years of experience working on international labour migration policy issues or other related areas at the national level or five years at the international level. Experience working in a field station would be an advantage

Demonstrated experience researching and drafting regional analysis on labour migration related issues, particularly in the African region, for ILO or other international Institutions and a record of peer reviewed publications an advantage as well as proven experience in research projects. Experience in training or capacity building with employers' and workers' organizations and civil society would also be an advantage.

Ability to participate effectively in technical missions and multi-disciplinary teams; capacity to provide first-line technical advice in the area of specialisation; ability to conceptualise and design research techniques and analyse complex cross-national practices and data sets covering a wide range of issues in the specialised technical field; capability to guide and co-ordinate the work of external collaborators, general service staff or young professionals; ability to prepare reports and publications of a high quality, technically sound with conclusions leading to an action plan and programme development and ability to provide credible implementation assistance to senior specialists in carrying out research, project formulation and implementation; the ability to synthesize large bodies of research and analytical documents and reach empirically based conclusions on policy recommendations and/or institutional capacity building in the labour migration field and on related subjects, and to do so quickly, accurately and efficiently with a high level of professionalism; provide seasoned advice on good practices to address broader issues outside the field of specialization; formulate new concepts and methodologies; develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings; design and synthesize strategies for programme development in member States; prepare or contribute to reports (e.g. reports for global and regional meetings, including ILO meetings such as the International Labour Conference), technical publications, training manuals and draft resolutions; and evaluate and monitor technical cooperation activities and projects. Ability to demonstrate gender sensitive and non-discriminatory behaviour and attitudes.
Additional Information:
Evaluation (which may include one or several written tests and a pre-interview competency-based assessment centre) and the interviews will tentatively take place between February and May 2016. APPENDIX II CONDITIONS OF EMPLOYMENT
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
- The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-four month period (for non Geneva-based positions)
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Other allowances and benefits subject to specific terms of appointment:
  • Children's allowance (except for the first child if the dependant rate of salary is paid in respect of that child);
  • Children's education grant (per child per year);
  • Pension and Health Insurance schemes;
  • 30 working days' annual leave;
  • Assignment Grant;
  • Entitlement to transport expenses of personal effects;
  • Repatriation Grant;
  • Home-leave travel with eligible dependants every two years;
  • Rental subsidy (if applicable).

Recruitment is normally made at the initial step in the grade.
Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in Geneva, he/she may be assigned to any duty station designated by the Director-General of the ILO.
