THPS is an indigenous NGO
established under nongovernmental organisation act No 24 of 2002 as part of
partnership framework implementation plan between the USG and the Government of
Tanzania which calls for an uninterrupted transition of PEPFAR funded HIV and
AIDS programs into local entities. THPS works in partnership with the
Ministries of Health and Social Welfare in Tanzania (MoHSW) and Regional
Administration and local government (PMORALG) with a goal of ensuring accessible
high quality health care services to Tanzania's through establishment and
strengthening of comprehensive family focused HIV/AIDS Prevention, Care
and Treatment services in Pwani, Kigoma, Mtwara regions and Zanzibar.
This is a continuation of the PEPFAR funded broader US Government HIV/AIDS
initiatives through Centre for Disease Control Tanzania (CDC) in Tanzania.
As CDC prime awardee; THPS is
currently seeking highly experienced, committed and motivated Tanzanians to
fill in the following positions in Kigoma region.
POSITION TITLE: Sub
Grants Officer,
REPORTS TO: Sub Grants Manager,
LOCATION: Kigoma
Regional Office with frequent
field travel of up to 75%
OVERALL JOB FUNCTION:
The Sub Grants
officer will be responsible to focus on all issues related to sub awardees efficient management of
THPS funds and to monitor the financial and administrative systems for proper
utilization of such funds. S/He will work with R/CHMTs and other THPS sub
grantees in building their capacity towards compliance and efficiency in
managing donor funds including timely reporting. Under the leadership of the
subs manager he will facilitate and coordinate the subs budgeting process and
provide ongoing feedback to the THPS on the implementation of the subs work plans.
KEY RESPONSIBILITIES:
- To
assist in assessing the financial and administrative requirement for the
sub awardees.
- To
adapt administrative and financial policies and procedures for the sub awardees which
includes ; manuals, user guides and templates to be compliant with donor
and THPS requirements
- To
provide training and technical support to sub awardees staff to improve
administrative and financial systems by using THPS management tools and
general management of fund procedures.
- To
ensure consistent application of THPS financial and administrative
policies/standards, as well as donor, and THPS rules and regulations
- To act
as resource person for tracking and monitoring systems, reporting policies
and procedures to sub awardees
- To
ensure that sub awardees provide their reports accurately and on time
- To
monitoring of sub awardees invoices and advances from THPS
- To
monitor the need for external audits of sub awardees, and manage the audit
as needed
- To
coordinate with THPS finance staff and field finance managers to correct
sub awardees account errors and improve systems
- To
train new sub awardees staff on matters related with financial management
and perform project financial review
- To
assist in provision of procedures for sub awardees closing by making sure
that all steps and regulations are followed properly
- To
supervise and train the Sub award Finance Staff in donor rules and
regulations and the Financial Reporting.

QUALIFICATIONS AND EXPERIENCE:
- Bachelors
degree or equivalent in Accountancy, Finance .
- CPA,
ACCA or other equivalent professional certification will be an added
advantage

least four years work experience in the related field is an

OVERALL
JOB FUNCTION:
To provide technical support in
implementing high-standard paper-based and computer-based health facility
record keeping systems for patient record management of CTC /
PMTCT/VCT/PICT/EID/APSS/FSG and palliative care programs in support of the Ministry of Health’s National AIDS Control Programme. To provide technical support in data
management for public health evaluations as needed.
KEY
RESPONSIBILITIES:
- To lead
in maintaining and updating regional databases for care and treatment,
PMTCT, TB/HIV, HCT,EID and other databases as assigned
- To
assist to provide technical assistance to regional supported facilities within region in collaboration with RCHMT
members
- To
implementation and evaluation of monitoring tools and data management
- To
ensure that DQA is carried out quarterly according to DQA SOP’s and that
recommendations following the site DQA visit are implemented

ensure Kigoma Region compliance to policies for data quality assurance and reporting requirements

cleaning on a routine basis, generation of data queries and routine
progress reports

QUALIFICATIONS AND
EXPERIENCE:
- Bachelor’s degree or certified
training in Computer Science, IT/HMIS, data management or a related
discipline. Advanced skills in computer programming and analytical
software is an advantage
- A background in nursing, health

with MS Access application development and use, data analyses with

POSITION TITLE: Clinical
Advisor HIV Care and Treatment
REPORTS TO: Senior Clinical Advisor

OVERALL JOB FUNCTION:
To provide technical support to
clinical staffing for provision of multidisciplinary family-focused HIV/AIDS
prevention, care and treatment at THPS supported facilities. This entails HIV
counseling and testing at all entry points including, Provider Initiated
testing and Counseling (PITC), enrollment of adults and adolescents living with
HIV into care and antiretroviral treatment (ART); enhancing retention and
minimizing lost to follow up (LTFU), effective adherence and psychosocial
support, implementation of collaborative TB/HIV activities, efficient
management of commodities and ongoing
mentorship and supportive supervision. S/He will work with the PMTCT/Pediatrics
technical advisor to ensure that health care providers are well equipped with
skills to appropriately manage infants,
children and adolescents lining with HIV according to national and
international standards.
KEY RESPONSIBILITIES:
- To
provide direct technical assistance to the staff at THPS supported health
care facilities; onsite staff capacity building on HIV/AIDS clinical
management , clinical mentoring, patient flow analysis, improvement of
adherence support systems, strengthen of referral systems, etc.
- To
facilitate Provider Initiated Testing and counseling at all key entry
points of the health facility to increase identification of PLHIV and
their enrollment to PMTCT and Care & Treatment (C&T).
- To
implement creatively efforts to support quality pediatric AIDS
services. Work closely with THPS
Pediatrics and PMTCT Advisors to implement programs.
- To
establish and monitor innovative adherence strategies at THPS supported
health facilities and facilitate linkage of PLHIV groups to the THPS Adherence
Officer/Advisor
- To
facilitate integration between TB and HIV services including infection control
within HIV care and treatment clinics (CTC).
- To
ensure that THPS-supported clinical care activities at multiple delivery
sites conform to the Tanzanian national guidelines.
- To
develop with other Advisors and Director of Programs HIV/AIDS care and treatment
related materials, including job aides, protocols, algorithms and other
necessary tools.
- To
assist the Kigoma Regional Manager to develop Annual regional work plan
and to review its implementation.
- To
assist the Kigoma Regional Manager in the development of monthly and
quarterly reports.
- To
coordinate implementation of clinical HIV/AIDS technical support from THPS

- MD;

Laboratory Mentor
REPORTS TO: Laboratory Technical Advisor

OVERALL JOB FUNCTION:
To provide regional leadership
and technical support to ensure THPS supported health laboratories operate in
accordance to Tanzania Ministry of Health and Social Welfare (MoHSW) standards,
guidelines and protocols. To maintain continuous functionality of health
laboratories to support clinical services for HIV care and treatment and other
health problems. Specifically she/ he will focus on laboratory quality
improvement using national and international laboratory standards and support
all laboratory and non laboratory testing to the highest quality possible. The
Medical Laboratory Mentor will work in close collaboration with the Laboratory
Technical advisor and THPS regional team to ensure the goals and objectives of
THPS are achieved.
KEY
RESPONSIBILITIES:
- To
provide technical assistance to facility-level lab personnel, including
regular and systematic observation of testing procedures and ongoing site
level supportive supervision and mentorship.
- To
build capacity of Regional and District laboratory technologists(RTL and
DTL) in providing ongoing mentorship and supportive supervision to
laboratory and non laboratory health providers in Kigoma health facilities
- To
build capacity of laboratory health providers in appropriate lab logistics
management to ensure uninterrupted lab services across all THPS supported
health facilities
- To
support laboratory staff to follow written Standard Operating
Procedures (SOPs) for every aspect of pre-analytic, analytic and
post-analytic phases of the testing process in a laboratory.
- To
support MoHSW laboratories accreditation programs through Stepwise
Laboratory
improvement toward Accreditation in the region
and facilitate those laboratories selected for accreditation program National
and THPS Targets.
- To
ensure compliance to quality assurance standards based on national, ISO
and other International standard requirements to all laboratories in
Kigoma.
- To
support laboratory staff in Kigoma region to implement laboratory quality
management system as per national laboratory policy.
- To
provide ongoing mentorship to laboratory staff and health care providers
on performing quality laboratory services and interpretation of laboratory
parameters"
- To
assist in the preparation and delivery of proficiency testing for EQA from
laboratory and non laboratory sites.
- To
conduct mentorship and supportive supervision to those laboratories under
accreditation process.
- To
conduct training programs/continue medical education as appropriate to
address gaps identified during supportive supervision.
- To provide technical assistance to
facility level lab managers, Quality Officers and other lab staff
including: establishing routine workflows; developing/refining SOPs, job
aides, log books, and referral forms as needed; planning of lab activities
to improve tests performance and decrease turnaround time; and developing
and implementing an equipment maintenance program.

provide technical assistance on the roll out of the accreditation ISO
15189 for the zone laboratories and for regional and district laboratories
with the WHO guidelines.
- To
help implement and monitor efficient documentation of laboratory results
at the sites, as well as effective linkage between laboratories and
clinical services.

work closely to THPS regional team, regional, council and hospital
management teams (RHMT, CHMTs, and HMTs) and other laboratory stakeholders
to improve laboratory performance.

QUALIFICATIONS AND EXPERIENCE:
- Applicant
must have the minimum qualification of a Bachelor’s Degree in Medical
Laboratory Science or, Molecular Biology and Biotechnology or its
equivalent.
- This
position requires a person, who is capable of working independently, fully
understands and is committed to implementing quality standards required of
an ISO15189 accredited Laboratory.
- Ability
to work under pressure and minimum supervision
- Knowledge

TITLE: Cervical Cancer Prevention Field Officer
(CCPFO)
REPORTS

OVERALL
JOB FUNCTION:
The
Cervical Cancer Prevention Field Officer will assist the THPS Regional Manager
in overseeing the implementation and monitoring the Ministry of Health and
Social Welfare cervical cancer
prevention program in Kigoma region and ensure that the program achieves its
goals in all THPS supported facilities implementing cervical cancer prevention
activities. The Cervical Cancer Prevention Field Officer will work with THPS
care and treatment and monitoring and evaluation teams to ensure that the program follows national
protocols and standards and is integrated in HIV services provision. S/he is
expected to cover extensive travel to all THPS cervical cancer prevention
supported facilities within the region.
The
incumbent will technically report to the Obstetrics & Gynecology Specialist
and administratively report to respective Regional Manager.
KEY
RESPONSIBILITIES
·
To liaise closely with
the Regional and District health authorities in implementation of the cervical
cancer screening program in the region.
·
To build working
relationship and provide technical support to Kigoma Regional and Council
Health Management Teams (RHMT and CHMTs) in planning, coordination and
supervision of cervical cancer screening activities in the region.
·
To build capacity of the
health facility staff to ensure the necessary equipment and supplies including
CO2 and 5% vinegar are available.
·
To orient peer educators
and auxiliary staff on cervical cancer screening in order to mobilize women and
increase advocacy and awareness for cervical cancer prevention activities
uptake.
·
To work with available
community support structures/authorities to mobilize and sensitize the
communities in the region to participate in the program.

To organize and
facilitate training of health care providers on cervical cancer prevention
program.
·
To explore the
integration of cervical cancer screening in postpartum care, Family planning,
PMTCT, VCT , CTC and STI services.

To work with other
programs within THPS such as PMTCT, CTC and APSC to mobilize and sensitize
clients and integrate the cervical screening and treatment services within the
existing programs.

OVERALL JOB FUNCTION:
To provide technical support to
clinical staffing multidisciplinary family-focused HIV/AIDS care and treatment
at THPS supported facilities in Kigoma region. The successful candidate will
work closely with other program staff and especially other Clinical Advisors to
improve quality of services and assist the Regional Manager to ensure effective
implementation of quality services in the region. He/she will also link PMTCT
clients into HIV care and treatment services by building capacity of health
facility staff. Extensive travel is expected in all THPS supported districts in
Kigoma.
KEY RESPONSIBILITIES:
- Provide
direct technical assistance to health care facilities supported by THPS
such as; site development, training staff in the clinical management of
individuals with HIV/AIDS, clinical mentoring, patient flow analysis,
improvement of adherence support systems, improvement of referral systems,

strengthening entry points in order to increase the number of referrals to
