Background to the Project
The Southern Africa Development Community Organisation of Public Accounts Committees (SADCOPAC)and the Eastern Africa Association of Public Accounts Committees (EAAPAC) are Organisations chargedwith the responsibility of empowering Members of Parliament (MPs) of member states to effectively carryout their function of oversight over public sector finances as well as promoting good governance in the region.

Within the framework of the project “Capacity Building to strengthen Good Financial Governance in Southern and Eastern Africa” (2010-2014) World Bank Institute plans to enhance the collaboration with Supreme Audit Institutions and Public Accounts Committees(PACs) in Eastern and Southern Africa to support budget management reforms in those regions.
More specifically, the project intends to contribute to good financial governance, accountability and transparency in Sub-Sahara African countries by strengthening budget management systems, particularly the capacities of Public Accounts Committees (PAC) and Supreme Audit Institutions (SAI). The project furthermore aims at enhancing exchange of experience and peer learning among members of PACs/SAls and their staff as well as between both institutions. It thus intends to contribute to the effectiveness of PACs’overall work including its relation with the Auditor General’s Office (AGO).

The specific objectives of the project:

• EAAPACand SADCOPACmembers (PACand staff) learn from each other and AGO/SAI staff and transfer and apply their learning in the interest of their countries.
• To establish efficient and effective communication capacity between PACsand SAls.
• To maximize accountability for all public resources that results in analytical and quality information which respond to the expectations of the people of the African communities by the end of 2014.
• EAAPACand SADCOPACas networks share information and produce quality learning resources for themselves as well as amongst each other.
• EAAPACand SADCOPACmembers (PACand staff) learn from each other and AGO/SAI staff and transfer and apply their learning in the interest of their countries.

The overall objective and purpose of this assignment is to develop a mechanism and produce a report of the monitoring and evaluation of the SADCOPAC/EAAPACproject. A comprehensive evaluation report will help to better understand the challenges, achievements and way forward of the project and make recommendations for future directions and strategies. It will help members of the SADCOPAC/EAAPAC network to systematically monitor the effectiveness of their network activities and help inform Development Partners about the value of the project.
Specific Objectives
- Develop and implement the M & E framework, including tools and processes to monitor, report, evaluate and learn from the project over three years;
- Produce a manual of how to use the M & E framework;
- Design and deliver training for the SADCOPAC/EMPAC Secretariats and network member PACson how to use the M & E framework;
- Use the network’s online platform for collecting data and publishing results;
- Present the finalized M & E framework

Qualification of the consultant (education and experience).

- Minimum of a bachelor degree or its equivalent in relevant field (public financial management, use of qualitative and quantitative methods in empirical social research, participative methods and data processing and evaluation)
- Experience of data collection and analysis, planning, implementation, compiling reports, peer learning, project design and research, as well as experience of (complex) evaluations in an international context
- professional experience in assessment I evaluation sector
- Interested in monitoring, evaluation and learning in networks
- Broad international experience in Southern and East Africa, with particular knowledge and working experience in public sector oversight
- Fluency in English language required
- Knowledge of Portuguese and French languages will be an added advantage
- Excellent writing skills
- Ability to work independently with limited supervision
