Description:The Chief of Party (COP) will provide overall leadership for an anticipated health systems strengthening program in Tanzania. The COP will oversee all aspects of program implementation, including technical, financial and administrative management, monitoring and evaluation, and reporting, assuring the quality, impact and cost effectiveness of the program. Fostering collaborative working relationships with Tanzania government officials, the Ministry of Health and Social Welfare (MOHSW) and its related agencies, key stakeholders and international and local partners, this position will also maintain a collaborative relationship with USAID, ensuring activities and project targets are closely monitored.
Duties:1. Provide leadership and overall technical and management responsibility for program implementation, including staff and program activity supervision.
2. Work with the Country Director and Program and Financial Officers in headquarters to ensure quality control. Monitor progress of program objectives and maintain regular contact with staff and consultants by e-mail, telephone, and regular site visits.
3. Manage quality, timely reporting to USAID through the monthly, semester and annual reports.
4. Lead development of the annual work plan and M&E plan.
5. Serve as IMA’s representative to host country government, other donors and multinationals, technical agencies and other participating organizations as required.
6. Ensure visibility of program results, achievements and lessons learned through presentations at conferences and workshops and publishing articles through professional journals.
7. Evaluate program effectiveness and determine corrective action needed to improve goal achievement.
8. Manage funds and sub-agreements by preparing annual budgets together with field project staff, ensure and supervise regular financial reporting, closely monitor project expenditure, and keep the Country Director apprised of significant variances.
9. Ensure proper technical capacity of staff and provide technical assistance backstopping when required.
10. Ensure project expenses are reasonable, allocable, prudent and spent in accordance with USAID rules and regulations, and support annual auditing procedures.
11. Oversee property and equipment acquisition, disposition, and management in compliance with donor requirements.
12. Other relevant tasks as assigned.
Qualifications:Qualifications: REQUIRED TRAINING AND EXPERIENCE:

1. Master’s or doctorate in related field (i.e. international health, public health).
2. Minimum 10 years’ experience in field-based work in Africa, , implementing and managing integrated, health development programs, preferably those with a focus on health systems strengthening and capacity building activities, with national governments, international NGOs and/or national/local faith-based health organizations.
3. Demonstrated familiarity with and understanding of USAID regulations and policies and other donor requirements.
4. Demonstrated skills and experience in implementing effective monitoring and evaluation systems and generation of published materials documenting outcomes of program services.
5. Experience supervising professional and support staff in a multicultural, multi-linguistic environment.
6. Cross-cultural sensitivity a must.
7. Demonstrated leadership in working with host country officials from the health, community, NGO/FBO/CBO sectors.
8. Fluency in English in both oral and written communication; proficiency in Swahili preferred.
9. Ability to travel within the country or region and internationally as needed.
10. Willingness to support IMA’s mission.
