United Nations Security Information Analyst

Org. Setting and Reporting

The Department of Safety and Security (DSS) is responsible for providing leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the security programmes and activities of the United Nations System. The position advertised is located in the Threat and Risk Assessment Service within the Division of Regional Operations (DRO). The incumbent will report through the Senior Threat and Risk Assessment Officer to the Chief of the Threat and Risk Assessment Service.

Responsibilities

• Under the direct supervision of the Senior Threat and Risk Assessment Officer of the Threat and Risk Assessment Service, the Security Information Analyst will conduct regional and country-specific threat and risk assessments for the United Nations system personnel, assets and operations in a specific region. The incumbent of this post will focus on the Asia-Pacific region.
• He/she will also assist Security Advisers and Security Analysts in the field to develop sound security risk assessments by contributing and analyzing information on known and anticipated threats.
• The incumbent will contribute regional threat and risk analysis to the process and development of strategic threat assessments on global threats to the United Nations system conducted by the Threat and Risk Assessment Service.
• He/she will maintain security information awareness of all aspects which could potentially affect the safety and security of United Nations personnel, assets and operations in field duty stations in a specific region, analyse trends of security incidents affecting the United Nations, develop early warning indicators to be used as a decision-making and planning tool by the United Nations security management system, develop reports on analyses of security incidents, and develop briefing materials on security threats for DSS senior management and UN Designated Officials.
• The incumbent will determine security information requirements for the United Nations in a specific region, identify reliable sources of information, analyse security threats to the United Nations and trends of security incidents affecting the United Nations in the region, disseminate relevant security threat information in a timely manner to United Nations duty stations and Agencies, Funds and Programmes.
• He/she will also maintain close working relations and provide advice and guidance to Security Analysts in the field as well as conducting assessment missions to United Nations duty stations.

Education

Advanced university degree (Master’s Degree or equivalent) in Political Science, Military Science, Criminology, International Relations or related fields. A first level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.

Work Experience

At least seven years of progressively responsible experience in predictive analysis or security studies of threat factors is required. Experience within the public or private sector in research and/or studies conducted in the fields of criminology, corporate security, crime statistics, armed conflict, terrorism, civil unrest or areas related to security at the international level is desirable. Experience in the United Nations security management system is desirable. Experience of the Asia Pacific region is desirable. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in English (both oral and written) is required and knowledge of another official UN language is desirable.

Assessment Method

Evaluation of qualified candidates may include various types of assessment and may include a competency-based interview.

Special Notice

• Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions and other duty stations in their careers in accordance with established rules and procedures.
  
  • This position is vacant due to the temporary assignment/secondment of the regular incumbent to another office/organization. The selection and extension of appointment of the selected candidate will be contingent on the return of the incumbent who maintains a lien against this post. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment.
  • Extension of the appointment is subject to Extension of the mandate and/or the availability of the funds.
