Plan has been working in Tanzania since 1991; it operates in 6 areas, Mwanza, Geita, Ifakara, Kibaha,Kisarawe and Dar es Salaam. Plan Tanzania works with 32,900 sponsored children, their families and their communities implementing programmes at grassroots level in Child protection, health, education, water and sanitation, income generation and building relationship across cultures.
Wazazi na Mwanza is a three year programme which aims to reduce maternal, neonatal and child mortality amongst underserved populations in Four districts in Rukwa and Mwanza Regions in Tanzania. However the duration of the contract for this position is one year.

Job Purpose:
Under the supervision of the Program Director, and in close coordination with Program Managers (3), Project
Advisors (3) and partners, the Construction Advisor will provide technical leadership and management oversight of the design and construction of 4 CEmONC operating theaters in 4 districts as supported by the Wazazi na
Mwana project.
Job Requirements:
Technical guidance and support.
Monitor and provide technical support for all construction activities. Support the construction bid tender process as per Plan's guidelines, with the tender documents being prepared by the architectural/engineering company. Undertake regular field trips to all construction sites. Review construction designs vis-a-vis Ministry building and environmental specifications { Update the environmental impact assessment (EIA), as per ClDA's request for additional information, for , resubmission to CIDA
Schedule the project in logical steps and budget time required to meet deadlines.
Inspect and review projects to monitor compliance with building and safety codes, and other regulations. Interpret and explain architectural plans and construction designs to Wazazi na Mwana staff and stakeholders I .. Ensure all necessary permits, licenses, inspections and signatures are obtained by the architectural/enqineering firm and/or Construction Company. .
Serve as liaison between architectural/engineering firm, construction firm and Program Director
Oversee the requisition of supplies and materials to complete construction, liaising between the architectural/engineering firm who prepare the tender documents, and Plan's Purchasing Committee
Networking
Ensure that the physical technical and functional design and construction effort is aligned with Government of Tanzania building specifications for medical use ability and environmental regulations, by building strong professional relationships with relevant government ministries at national, regional and district levels. Engage with others in the construction sector in Tanzania to leverage lessons learned, best practices and models relevant to operating theater construction. Liaise with Wazazi naMwana Project Management Team, providing updates on progress, challenges and timings of construction
Reporting
Prepare and submit monthly tracking reports to Program Director.
Skills specific to the post
Knowledge on health sector construction
Knowledge of materials, methods, and the tools involved in the construction or repair of buildings Knowledge of design techniques, tools, and principles involved in production of precision technical plans, blueprints, drawings, and models
Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions
Knowledge of the practical application of engineering science and technology. This includes applying principles, techniques, procedures, and equipment to the design and production of various goods and services.
Project management vis-a-vis major construction projects Understanding of procurement processes in the Tanzanian context
At least a general understanding of MNCH interventions including CEmONC
Proficient in computer skills and use of relevant software and other applications, (e.g. word processing, spreadsheet, database, internet)
Qualifications and Experience
Education - University degree in BSc (Civil Engineering or Environmental Engineering) Registration as a professional engineer or comparable accreditation
At least 5 years demonstrable, progressive experience in design, planning, monitoring and project management of construction projects
Training - completion of courses on: partnership management; project management;
Experience - strong experience in large project management, specifically involving construction in the health sector
Experience in working with a variety of actors including Government agencies, non-state actors and donors at different levels
Desirable to have demonstrable experience in community and/or international development including management experience
