OBJECTIVES OF THE PROGRAMME : To provide support to the 46 Member States in the WHO African Region to develop policies and strategies and build capacity for the delivery of the health response to HIV/AIDS/STIs and other related diseases. This includes rapidly scaling up access to treatment and care services and accelerating prevention, while strengthening health systems. | |
Description of duties: To provide guidance and technical support for the planning and development of the health sector response to HIV/AIDS/STI, including the preparation of National Strategic Plans, while ensuring that these are integrated into National Health Sector Development Plans; To provide guidance and technical support for monitoring and evaluating of the health sector response to HIV/AIDS/STI, including the development and maintenance of a regional database on progress made by Member States, while ensuring its integration into the African Health Observatory; To provide guidance and technical support for strengthening HIV/AIDS/STI surveillance systems, including the maintenance of a Regional database on the HIV/AIDS/STI situation and trends, while ensuring its integration into the African Health Observatory; To coordinate the preparation of regional reports on the HIV/AIDS/STI situation and trends and progress made in the health sector to HIV/AIDS/STI, and the contributions of the Region to global reports; To work with the AIDS Programme Staff to prepare Biennial Plans, and monitor and report on their implementation, using existing mechanisms such as the preparation of SAM, MTR and BER reports; To contribute to work of the AIDS programme related to operational research; To contribute to the strengthening of partnerships, including coordinating the AIDS Programme's work with the Global Fund; To carry out other duties as requested by the Supervisor. | |
REQUIRED QUALIFICATIONS | |
Education: Essential: Degree in medicine from a recognized university and post graduate degree in public health/epidemiology. Desirable: Training in the management of health programmes. | |
Skills: Technical expertise in public health and epidemiology, planning, programming management and coordination of health programs, especially on HIV/AIDS. Ability to work effectively with colleagues at national and international levels and to train others. Familiarity with key health sector HIV/AIDS interventions, in particular prevention and treatment and care scale up in the African Region. Excellent skills in information technology, in particular Word, Excel, and PowerPoint, are desirable | |
Experience: Essential: At least 10 years experience in epidemiology, planning and coordination of HIV/AIDS interventions or public health programs at country level with at least 5 years experience at international level. Experience in coordination of the development and implementation of HIV/AIDS health sector response programmes in African countries will be an advantage Desirable: Experiences in capacity building, planning and monitoring and evaluation of health programs. Extensive experience in the implementation of health programs at district, provincial and national level will be an advantage. | |
Languages: Excellent written and verbal skills in English or French with a good working knowledge of the other. | |
Annual salary: (Net of tax) USD 80734 at single rate USD 86904 with primary dependants | Post Adjustment: 65.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. |
