Media Council of Tanzania Senior Programme Officer - Arbitration (SPO-A)


Background
The Media Council of Tanzania (MeT) is an independent, voluntary and non-statutory body with the objective of 1) promoting freedom of the media and ensuring the highest professional standards and media accountability in the United Republic of Tanzania.

The MCT has embarked on a four-year Programme Strategy (2012 - 2015) that aims at expanding the perimeters of freedom of expression and of the media as well as promoting professionalism and accountability in order to ensure that the Tanzanian media contributes effectively to the country's development and democratic processes. As part of implementation of this Strategy, MCT is strengthening its programme activities as it expands its services and engages more stakeholders and partners in delivering quality service and products. Now MCT would like to recruit a competent Tanzanian to fill this vacancy.

Overall Responsibility:
Reporting to the Ethics and Arbitration Manager you will have overall responsibility of coordinating activities for the promotion 0 a strong and ethical media, you will be a key person in the MCT team in its activities to improve media ethics. You will have the capacity to interpret the Programme Strategy and determine interventions relevant to mediation and arbitration. You will be capable of working under minimum supervision, pro-active and ready to lead and propose initiative. You will prepare periodic and annual reports as required.

Key Duties
Process complaints brought before the Council;
Coordinate mediation sessions at Secretariat level;
Organize arbitration/mediation sessions of the MCT Ethics Committee;
Liaise with media houses to publish the Ethics Committee decisions;
Assist Press Clubs to form Complaints Committees and facilitate their functionality; -
Assist Press Clubs Complaints Committees to build capacity in mediation;
Coordinate zonal mediation activities with Press Clubs
Coordinate the compilation and publication of the book on arbitrated cases
Advice Ethics and Arbitration Manager on engagement with media houses regarding ethical transgressions;
Conduct 'periodic and episodic media monitoring and advise Ethics and Arbitration Manager accordingly;
Update the Ethics and Arbitration Manager on matters which need rapid media monitoring response;
Prepare updates for Ethics and Arbitration Manager on activities regarding the unit;
Prepare periodic and annual reports as required; no) Organize public forums on media related issues;
Facilitate encounters and public debates for various stakeholders;
Work with relevant organs to publicize the work of MCT;
Coordinate production of IEC materials to create awareness of MCT services;
Coordinate periodic review of Codes of Ethics;
Analyze newspapers and electronic media to provide basis for quality discussions during daily departmental meetings;
Prepare activity reports and keep record of the same;
Participate in departmental planning and budgeting;
 Carry out other duties as may be assigned by superiors.

Key Qualifications and Experience:
A Bachelor's degree or its equivalent in journalism, mass communication or other social sciences. Minimum five (5) years of relevant experience.

Basic Competencies:
In-depth understanding of journalism ethics and arbitration activities;
Understanding of journalism processes;
Strong analytical skills;
Solid communication skills, both written and oral, in English and Kiswahili, and ability to produce concise reports;
Excellent attention to detail;
Results oriented;
Ability to proactively work independently with minimum supervision, and as an effective team member;
