Qualifications
Experience: Several years of experience in complex on site emergency response projects and/or programs requiring extensive judgment and interpretation. Diverse geographical professional experience preferred. The Deputy Program Coordinator must be confident, eloquent and organized, as the Program Coordinator will rely on his/her leadership during times of high pressure and competing priorities. Education: University degree in related field and equivalent experience. Professional skills: Knowledge of church structures and experience with related agencies, ecumenical partners, other NGOs and UNHCR. Demonstrated ability to influence peer agencies, local government and community leaders to work effectively towards a common and agreed upon result. Demonstrated ability to evaluate and implement best practices and processes affecting multiple technical specialties to achieve rapid, consistent and high quality outcomes. Experience developing, resourcing budget, complex projects spanning multiple technical specialties. Awareness of the general political, economic and development dynamics of the region. Strong organizational and management skills. Excellent verbal and written English skills. Arabic language skills would be an advantage. POSITION DESCRIPTION for the post of DEPUTY PROGRAM COORDINATOR of the Lutheran World Federation, Department for World Service (LWF/DWS) South Sudan Country Program
The Deputy Program Coordinator (DPC) shall be responsible to and report directly to the Program Coordinator (PC) or the person designated by him or her, and shall provide technical support in the design, monitoring, reporting, coordination and evaluation of LWF emergency and development programs in South Sudan, in line with LWF and donor systems and requirements. Specifically, the DPC is the focal person for refugee programming, representation and coordination at the country office. The position holder will deputize the PC and to act on his/her position when the PC is away.
Communication lines: The DPC will maintain communication lines with the Team Leaders/Area Coordinator, Sector Coordinators, Project Officers, Monitoring and Evaluation (M&E) and Finance Officers in the field locations and in Juba. Duty station: Juba but will spend at least 40% of his/her time in the field locations.
- Program Unit Management and Staff Development: a. to assist the LWF/DWS Program Coordinator or his/her designate in the overall coordination, management and support of all LWF/DWS projects in the South Sudan Country Program; b. together with the PC develop comprehensive and clear orientation, briefing and induction course/programs for newly recruited staff and/or existing staff employed in a new capacity within the program; c. provide guidance to project staff in the design and execution of needs assessments, baseline surveys, community consultations and prioritization exercises; d. to initiate the development of concept notes and the writing of project proposals for new projects that meet LWF quality standards and conform to donor guidelines and formats; e. to guide project staff in the writing of project log frames, development of M&E plans/frameworks, work plans, working budgets and procurement plans for each grant; f. to ensure project proposals incorporate important LWF and donor guidelines e.g. Country Strategy, approaches, standards, principles and values.
- Monitoring Reporting and Evaluation: a. to provide leadership in the development and implementation of a country program strategy (including a fund raising strategy), through participation in planned meetings, evaluations and events as well as sourcing of relevant information and liaison with other players / stakeholders; b. to be responsible for the planning and establishment of any new project interventions, both emergency and development activities, and to ensure that these proposals are established within the LWF/DWS (and ACT where appropriate) guidelines (and strategic plans) and the program’s strategic plan; c. to ensure that project proposals, reports and other documentation relating to program matters are developed, finalized and submitted in accordance with donor requirements/formats and within the relevant time frame, and in accordance with LWF/DWS policy and guidelines; d. to fulfill the highest programmatic, administrative, quality and accountability standards through adopting and implementing the DWS policies and guidelines such as the Rights Based Empowerment as well as adhering to the Codes of Conduct and other quality assurance guidelines to which World Service is a signatory (eg. SPHERE standards, HAP etc): e. to maintain a coordinated and effective working relationship with identified partners, with Area Coordinator, project managers and program level sector managers (ie. Finance, Logistics, Personnel/Administration).
- Program Coordination and Networking: a. to participate in the relevant fora, meetings, UN Clusters, UNHCR Planning meetings and networks (in country) with relevant active partners to discuss and take action on program matters (planning, coordination, implementation, training, M&E, liaison); b. to liaise with government, UNHCR, NGOs, implementing partners, related agencies, member churches and other agencies regarding program activities to ensure effective planning and coordination; c. to be the primary point of contact for program issues for project managers, other NGOs, related partners/agencies and donors; d. to make regular field trips to monitor, follow up and discuss important program matters with the project management, and to report back to the Country Management Team in the country office; e. to assume such other responsibilities as may be assigned to her/him by the Country Representative, or Program Coordinator.
- Capacity Building & Learning a. Take part in the planning and facilitation of training and capacity development of program staff. b. Participate in organizing planned inter-projects and external M&E events, including preparation of TORs for consultants and review teams. c. To document lessons learned, best practices, success stories, most significant changes, case studies and other useful changes during implementation.
