Position: Human Resources Manager Location: Juba, South Sudan Responsible to: Programme Director Responsible for: All International and National Staff Duration: ASAP for 12 months Basic monthly Salary: 5160 SSP – per month pro-rata (dependent on relevant experience) inclusive of cost of living allowance. The Health Support Organisation (THESO) The Health Support Organization is a leading registered South Sudanese humanitarian nonprofit organization dedicated to saving lives and relieving suffering in the world’s poorest places. THESO respond with health & nutrition care and WASH services, when people are overwhelmed by natural disaster, conflict or disease and in need of immediate help. We focus on treating those who are beyond the reach of existing health and nutrition services. After the immediate crisis, THESO stays on to assist recovery. Using our expertise, we support health workers and strengthen existing health services. We build resilience by assisting societies at risk of future health disasters, to be better prepared. We believe that everyone has the right to access and utilize free healthcare. We believe good health is fundamental to transforming societies in transition that’s why THESO is A Force for Health. Context and Background The goal of THESO mission is to address the health and humanitarian needs resulting from widespread displacement of the population caught up in conflict and natural disaster and incapacity of the local health system to meet the needs both in emergency, transitional and developmental context. THESO has been working in South Sudan since late 2005, and currently runs 4 field project offices across South Sudan. However, the five years strategic plan (2012 – 2016) includes expansion of its programme within the current four states and into other parts of South Sudan and internationally, deepen its working relationship with host government partners at all levels, develop a gradual exit strategy to allow the smooth transfer of specific health facilities to MOH, and support affected people with emergency response, recovery and resilience programmes. The primary focus of THESO programme is primary health care and community based management of acute malnutrition (CMAM). The special emphasis is given to maternal and child health care services. The program strategy includes establishment of static and outreach clinics in the IDP camps and underserved rural areas to ensure access to essential care and building local capacity through a community based outreach component and engage with Ministry of Health at State and Locality levels in regards to collaboration, coordination and technical support supervision. The new 2016 strategic plan allows THESO to integrate emergency response with early recovery and building resilience and expand country programme portfolio in South Sudan states and elsewhere in the country. In 2011, THESO plans to be operational in four states to be able to provide improved primary health care services to IDPs, returnees and host communities in the selected locations to consolidate programme quality, improve the community involvement in the program planning and implementation through a revised community based approach, capacity building of national staffs and strengthen the capacity of local health system by increased engagement with the renowned partnership with MOH in regards to support, supervision, training and policy development.
Objectives of the Position The HR & Admin Manager carries out administrative, Human resources issues of the mission in compliance with donor procedures and laws in South Sudan. He/she is also the one charged with ensuring that THESO’s Human Resources policy is properly implemented at the mission. He/she supports, monitors and trains the members of his/her team. His/her main tasks are: • Administrative management of personnel • Team management • Analysis of socio-economic context • HR procedures follow-up • Salaries validation • Insure proper filling and archiving of HR documents • Insure payment of taxes Priorities for 2013: • Verify HR filling procedure for each and every base • Follow-up of the national staff evaluations of the mission and support managers in the process, • Monitoring and follow up of the cost of living prices on the mission, • Revise the Penalty Code • Conduct a survey related to Medical services available in the country for national staff and adjust the medical policy if needed • Finalize the HR handbook with all HR procedures • Train the Human Resources Officer Assistants at field level MAIN TASKS HR management of national staff • Design all necessary HR policies and procedures according to the local context (social, economic, and legal) and present them to Executive Director and Programme Director for validation; • Ensure implementation of HR policies and procedures in the country; • Validate contracts and end of contracts; • Create an HR manual and update it when necessary; • Revise the remuneration policy and the salary scale after studying the social and economic context and after conducting a benchmark on INGO and private sector companies’ practices; • Follow-up and analyze the cost of living; • Supervise the updating, archiving, handling and security of THESO personnel files; • Validate the monthly payroll after checking the legal requirements (taxes, overtime rates…); • Ensure communication with staff through meetings and official memos; • Consolidate the monthly mission organization chart; • Ensure respect of local labour law, monitor its evolution in collaboration with a lawyer, provide legal advices to managers; • Follow-up disciplinary cases and appropriates measures; • Follow-up disputes and legal cases and represent THESO before administrative and legal authorities; • Promote the establishment of a staff representatives system in accordance to the local labour law; • Anticipate legal and social risk related to staff for THESO in South Sudan; HR management of expatriates • Follow-up administrative issues (contracts, R&R, visas, registration); • Process visas and work permit; • Make sure that all expatriates have a regular appraisal interview with their manager; • Answer to expatriates’ questions on HR policies (remuneration, R&R, medical, training policies); • Organize welcoming briefings for new arrival ensuring they get the welcome to South Sudan document; • Conduct briefings on the code of conduct; • In collaboration with executive director, programme director, Programme manager, programme officers, coordinators , design and update a succession plan; • Advise the Programme Director regarding disciplinary actions and procedures • Upon request of the Programme Director, advise him/her on minimum standards for living conditions; • Identify reference clinics or health facilities; Training for national staff and expatriates • Collect training needs through appraisal interviews and coordinators’ strategic orientations • Design a training policy and an annual training plan; • Identify training opportunities; • Liaise with field offices for the state technical week; • Train managers and staff on skills appraisal system and how to conduct an appraisal interview; Team management • In collaboration with the field administrators define the needs for HR administrative personnel on the mission and recruit in accordance with the allocated resources and THESO operational strategy; • Coordinate, schedule and supervise the activity of the HR administrative team; • Organize and facilitate meetings, workshops and trainings of the HR administrative team; Reporting/Proposal/external representation • Ensure reporting to headquarters; • Organize and run information and coordination meetings • Establish and maintain relations at a national level with administrative authorities linked to HR; • Develop network with other INGO and NNGO related to HR issues, participate to the HR working group of the NGO forum; • Participate in drawing up proposals by providing advices on the team structure and forecast HR costs; • Draw up the HR annexes for the donor reports PROFILE Qualifications Experience: • Bachelor’s degree or equivalent • Minimum of 3 year human resources management experience in humanitarian relief contexts • Demonstrated knowledge of administration/HR procedures, preferably experienced in a developing country • Experience in human resources management of THESO Donors funded programmes • Management and supervisory experience • Previous experience in South Sudan is a major advantage Skills: • Strong management and training skills • Strong initiative with solid organisational, diplomacy and communication skills • Strong analysis skills, • Stress management skills • Ability to work well within a team • Strong capacity of adaptation, ideally from working/living in a developing country Language: • Fluent English – written and spoken • Fluency in Juba Arabic is an asset Computer skills: • Proficiency in Microsoft Office Suite, working knowledge of spread sheet and database management.
