Position Description:
Recruitment of a Communications Officer
Our client Financial Sector Deepening Trust (FSDTis a trust funded by five international development partners; DANIDACIDADFIDSIDA, the Netherlands as well as the Government of Tanzania with a goal to achieve a deeper financial system that provides access to more Tanzanians, more specifically for enterprises, rural and poor individuals. The FSDT has worked on a number of initiatives that have generated a wealth of information and knowledge that it believes is beneficial to the market. The FSDTintends to appoint a Communications Officer (CO) who will develop and implement communications aimed at changing both minds and behaviour in relation to financial services. The CO will report directly to the Technical Director.

Summary of Key Duties and Responsibilities

The Communication Officer will be accountable and responsible for, among others to:
  • Developing communication initiatives that contribute to the management of the FSDT’s overall portfolio of projects and investments from a communications and knowledge dissemination perspective (including Remote Access Finance, SME finance, Agriculture and Rural finance related initiatives)
  • Communication strategy – Develop internal and external communication strategy for FSDTstakeholders and staff
  • Information, knowledge and communication needs analysis – Regularly analyse communication requirements for stakeholders and/or projects
  • Develop and manage dissemination channels – Review existing dissemination channels, propose and implement new approaches appropriate to FSDT’s objectives, generate and maintain a calendar of dissemination activities, propose and respond to new requirements identified byFSDT, assess the effectiveness of the communication
  • Develop process for production and management of FSDT reports - Co-ordinate the report production process including editing of all raw reports and final design work Monitoring and evaluation (M&E) - Monitor progress by the implementer towards achieving the targets set out in the agreement in order to assess the impacts of communication initiatives
  • Strategic Linkages – Support the TD in developing and maintaining strategic linkages to ensure that the FSDT programme responds effectively to public and private sector demands of the financial sector in Tanzania

Qualifications and experience required

  • Minimum of a first degree level or equivalent in Communication/Mass Communication/Media/PR or educated to at least first degree level in subjects such as economics, finance, business management, or other relevant fields with a post-graduate qualification in communications related matters
  • At least 5 years’ previous experience and track record in managing communications/dissemination programmes
  • Experience in financial services, banks or institutions in East Africa is ideal
  • Experience in providing effective monitoring of communications projects and effective management of communications budgets
  • Business communication skills (and very good written and spoken English and Kiswahili)
  • Computer literate (especially MS Office and MS Projects)
  • An excellent communicator-Ability to transfer messages and skills effectively to colleagues and counterparts
  • Must be a Tanzanian national. Women are strongly encouraged to apply although appointment will be purely on merit.

Remuneration will depend on the experience and qualifications of the successful applicant.
