The International Rescue Committee (IRC) is one of the world’s leading humanitarian and post-conflict development agencies, supporting communities in over 40 fragile, failed and developing states. The IRC responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. The IRC is currently preparing a proposal in response to a USAID Request for Applications (RFA) entitled “PEACE III”. The proposed project will aim to strengthen cross-border conflict management in the Horn of Africa by 1) improving responsiveness of regional and national institutions to cross-border conflict, and 2) strengthen local cross-border conflict management.
The Conflict Management Specialist will provide technical input, guidance and leadership on conflict management and peace-building components of the proposed project. He/she will be responsible for bringing best available practices and innovative approaches to bear in implementing the proposed project in accordance with the cooperative agreement, USAID regulations and under the overall direction of the project Chief of Party.
Responsibilities: • Lead in the design and delivery of training curricula on conflict and peace-building themes, including: conflict management theory and practice; trauma; culture and its relation to conflict; understanding cross-border governance systems and dynamics; • Design, in close collaboration with project partner agencies, focused capacity-building plans for civil society and state agencies around conflict management themes; • Propose and implement, in conjunction with partner agencies, programming strategies to bring women, youth and other marginalized groups and individuals into peace-building processes; • Provide technical advice and input on monitoring strategies around conflict themes.
Requirements: • Advanced degree in peace-building and conflict management, social sciences, international development, political science, or other related field; • Minimum five (5) years of relevant professional experience managing and implementing peace-building and conflict management projects with experience in the Horn of Africa strongly preferred; • Demonstrated ability to provide actionable, practical technical advice to a range of stakeholders or partner agencies; • Demonstrated exemplary diplomatic and interpersonal skills; • Previous experience of USAID-funded programs preferred; • Strong track record in working in partnership with diverse organizational stakeholders, developing and implementing appropriate and targeted learning and capacity development activities in support of programmatic partnerships; • Strong communication skills, both oral and written; • Demonstrated ability to communicate effectively in English, both verbally and in writing.
