Position Summary
IREX seeks Chiefs of Party and Senior Technical Experts for expected Participant Training programs. Individuals should be able to demonstrate experience in implementing and managing higher education and/or scholarship programs, and have a proven track record of providing expertise through training, mentoring, analysis or on-site consulting.
Positions are contingent on funding.
Duties & Responsibilities
IREX COPs maintain overall responsibility for meeting program objectives and are based in the country of performance. Among other duties COPs:
• Provide strategic and technical leadership, ensuring that all program objectives are met
• Serve as point of contact for donor, ensuring high quality deliverables.
• Oversee and manage implementing partner relationships
• Liaise and collaborate with national and local government officials
• Develop and maintain effective partnerships with the local Ministry of Education, universities and/or other organizations
• Design and manage delivery of capacity building programs for teachers, ministry staff, and university officials
• Manage and mentor project staff
• Coordinate with Home Office, ensuring that organizational and USG policies are implemented faithfully
• Oversee financial management, administration, compliance, monitoring, evaluation and reporting on program activities
• Represent IREX publicly and support its organizational development
Senior Technical Expert duties could include:
• Provide creative vision, technical design, and implementation oversight to higher education and scholarship programs, with focus in participant training, mentoring, analysis or on-site consulting
• Oversee and develop the creation of appropriate training curriculum for teachers, ministry staff, and school officials.
• Ensure that activities and milestones are implemented on track and that deliverables are of high quality.
• Contribute to the development of annual plans, work plans, and reports.
• Manage project staff and implementing partners.
• Maintain effective working relationships with local partners and stakeholders, including government officials.
Qualifications
• Graduate degree required in relevant field
• 7-10 years’ experience in managing international programs related to participant training, academic degree programs, and organizational capacity building
• Demonstrated ability to design and deliver effective scholarship programs
• Experience managing donor-funded activities required
• Demonstrated ability to lead and develop staff, manage budgets and plan strategically and creatively to meet specified objectives
• Must have complete working knowledge of USG training policies and requirements and knowledge of U.S. Government contracting requirements.
• Strong representational and organizational skills required
