Position Summary
IREX seeks Chief of Party and Senior Technical Expert candidates for anticipated programs that harness the potential of new media technologies to expand news and information sources available to citizens. The expected programs will likely focus on supporting the use of new media approaches, including mobile platforms and social networks by journalists, media outlets, citizens, and civil society organizations, and involve designing and delivering training and mentoring programs, offering technical guidance, and supporting innovative responses to information challenges.
Positions are contingent on funding.
Duties & Responsibilities
IREX COPs maintain overall responsibility for meeting program objectives and are based in the country of performance. Among other duties COPs:
• Provide strategic and technical leadership, ensuring that all program objectives are met
• Develop and implement activities to build a strong foundation for the development of alternative media and new ways of information dissemination in countries by promoting convergence of traditional and participatory media.
• Work with media outlets to strengthen the capacity to produce and distribute socially valuable content through the utilization of innovative multimedia and interactive approaches.
• Organize program activities including seminars, lectures, and conferences.
• Support partnerships as well as peer-to-peer interaction between media professionals and their international peers in the areas of media convergence and new media development.
• Serve as principal liaison with the donors as well as with key representatives of the country, partners, and other stakeholders.
• Manage and mentor project staff and coordinate with IREX home office.
• Oversee project budgeting and ensure budget discipline.
• Oversee monitoring, evaluation, and reporting on program activities.
Senior Technical Expert duties could include:
• Provide creative vision, technical design, and implementation oversight to new media development programs, with focus on supporting the use of new and social media by journalists, media outlets, citizens, and organizations, designing and administering training programs, and/or offering technical guidance and support.
• Ensure that activities and milestones are implemented on track and that deliverables are of high quality.
• Contribute to the development of annual plans, work plans, and reports.
• Manage project staff and implementing partners.
• Maintain effective working relationships with local partners and stakeholders, including government officials.
Qualifications
• 7-10 years of proven international experience working in the area of new media development.
• Demonstrated commitment to media independence and pluralism required
• Demonstrated ability to design and delivery effective capacity building programming and/or professional consultations in areas of media sector support
• Demonstrated leadership qualities and proven as an excellent manager and effective oral and written communicator.
• Successful track record in supervising, designing, managing, and implementing donor-funded technical assistance projects in new media (with preference for US government-funded donor experience).
• Ability to establish strong working relationships with senior officials in government, with media and civic leaders, international donors, and other stakeholders
• Demonstrated ability to manage budgets and plan strategically and creatively to meet specified objectives
• Strong representational and organizational skills
• Ability to communicate professionally and provide written reporting in English required; additional language skills preferred.
