Merlin Northern Sudan Mission Objective The goal of the North Sudan mission is to address the health and humanitarian needs resulted from widespread displacement of the population caught up in conflict and incapacity of the local health system to meet the needs both in emeregncy and transitional context.
Merlin has been working in Darfur since late 2004, and currently runs 4 projects across South Darfur. The primary focus of Merlin program is primary health care and community based management of acute malnutrition (CMAM). The special emphasis is given to maternal and child health care. The program startegy includes establishment of static and mibile clinics in the IDP camps and unserved rural areas to ensure access to essential care and building local capacity through a community based outreach component and enagage with ministry of health at state and locality in regards to collaboration, coordination and technical support supervision.
The focus for 2011 will be to continue support for improved primary health and nutrition care provision in the selected locations, consolidating program quality, improve the community involvement in the program planning and implementation through a revised community based approach, capacity building of national staffs and strengthen the capacity of local health system by increased engagement with the MOH in regards to support, supervision, training and policy development.
Main purpose of the role Merlin is recently refocusing on strengthening reproductive health services across its missions. The Reproductive Health Coordinator is responsible for providing technical support and capacity building of the project team for successful planning and implementation of activities related to reproductive health. The Reproductive Health coordinator will work closely with Senior Health Coordinator for program development. He/she will play a vital role at state level for coordination with key stakeholders to address the reproductive health related issues across Darfur.
Responsibilities
Leadership and Program Support o Undertake an assessment of reproductive health situation across the state.
o Determine reproductive health service delivery strategy in consultation with the project based team and the Senior Health Coordinator/Country Health Director. o Create a shared vision among all project team members about Merlin’s objective to address reproductive health care needs and their role in achieving these. o Provide technical support to all project team members working in reproductive health department in fulfillment of their duties according to project objectives. o Support the project teams to develop, plan and implement project activities related to reproductive health in close collaboration with medical and non-medical personnel, ensuring coherence between activities and contingencies for changes in project direction and priorities related to the humanitarian context. o Support the project medical team to ensure the production and use of appropriate reproductive health guidelines, protocols and data collection forms in collaboration with local health representatives and Merlin’s SHC/CHD, ensure the team is fully conversant with and trained in the use of the same. o Ensure, in collaboration with the Project Health Coordinator about identification, training and inclusion of the community midwives living in the community in Merlin’s reproductive health service delivery model to improve coverage, effectiveness and sustainability of the reproductive health program. o Make sure reproductive health data and reports are compiled, updated and communicated timely. o Ensure appropriate follow up on GBV,STIs, HIV&AIDS activities and appropriate communication with the respective coordinators within Merlin. o Develop, in collaboration with SHC/CHD, a community outreach reproductive health program to improve uptake of ANC and delivery services. o Assess and identify adolescent sexual and reproductive health needs in Merlin’s project areas. o Develop, in collaboration with SHC/CHD, a neonatal health program in integration with maternal health. o Devise strategies and methods to improve the family planning services in project areas both in kind and quality. o Develop a demand generating strategy for reproductive health services. o Asses and identify needs for abortion care services. o Develop a RH health education/BCC strategy depending on the KAP survey findings available in project sites. o Regular interaction with the Senior Health Coordinator/Country Health Director to ensure project fulfilment and Donor / Merlin compliance. o Travel as dictated by the needs of the project, security and staff etc.
Training and Capacity Building
o Support the project teams for capacity development and training of all midwives through on the job and formal training. o In collaboration with project medical coordinators, identify the training needs in reproductive health services. o Design and implement a training calender for community midwives on various reproductive health issues. o Take an active role in the development of a training plan for individual project. o Coordinate with SMOH, UNFPA and other key stakeholders at state level for addressing the training needs across the state. o
Communication and Representation
o Communicate with and represent Merlin to state health authorities at state level to ensure all program activities, as far as possible, are carried out with their collaboration and participation. o Actively participate in reproductive health working group meetings at state level and assist in the organization of the same. o Ensure coordination and collaboration with key stakeholders (SMOH, UNFPA) for monitoring the broader reproductive health issues and addressing the needs.
Merlin is working in a constantly changing humanitarian aid environment, reasonable specific work duties may be requested that may not fit into the above job description, but which will help promote over all programs goals and aims.
Person Specification
Essential • Qualified midwives with post graduate qualification/training in public health. • Strong experience within a humanitarian aid organization in a coordination role preferably in an emergency response/transitional environment. • Experience of working under ECHO and USAID/OFDA funding. • Ability and flexibility to understand the cultural and political environment. • Excellent communication skills, with good spoken and written English. • Excellent management and personnel skills to enable the motivation, encouragement and participation of international and national health team members. • Ability and flexibility to understand the cultural and political environment and to work well with local health representatives. • Ability to work independently and with minimum supervision. • Confident and proficient in the use of MS Office to allow reporting and representation. • Experience of a flexible approach to managing and prioritising a high workload and multiple tasks in a fast paced environment with tight deadlines. • Experience of proactively identifying and addressing issues. • An understanding of and commitment to Merlin’s mission and values.
Desirable • Previous experience within the region. • Arabic Language skill.
