SALARY: FSN-11 (ETB 161,209 to ETB 290,173 per annum) depending on the candidate's earning history, qualifications and experience. This position may initially be filled at a trainee level which is equivalent to FSN-10 (ETB 131,505 to ETB 236,709).
MAJOR DUTIES AND RESPONSIBILITIES: Under the direct Supervision the Health Team Leader the incumbent serves as the lead program manager for several activities under the health portfolio, focusing on child health programs. The incumbent may manage several other agreements and provide technical support, planning, design, implementation, management and evaluation. The incumbent is also responsible for preparing components of the annual Operational Plan relevant to technical areas mentioned above, as well as ensuring that the Health Team achieves its results. The Public Health Specialist will facilitate communication and maintain collaborative working relationships with mid- to senior-level officials at the Ministries of Health and other relevant sectors. The Public Health Specialist will work with the HIV and Malaria Teams within HAPN office and with USAID Education & Food Security and Office of Foreign Disaster Assistance (OFDA) Programs. It is expected that the incumbent exercises the maximum degree of independent judgment in planning and carrying out tasks, resolving problems and conflicts, and taking steps necessary to meet deadlines
MINIMUM QUALIFICATIONS: In order to qualify, the applicant must possess the following:
EDUCATION: A Master of Public Health or other advanced degree in a related area is required. Medical or clinical degree is highly desirable.
EXPERIENCE: At least seven years of progressively responsible experience in managing and evaluating health programs and working with governmental and non-governmental agencies is required. At least three years of this experience should be in development assistance or related work, for USAID, other donor organizations, host government organizations or private sector institutions.
LANGUAGE: Level IV (fluent) in English and Amharic is required.
KNOWLEDGE, SKILLS, AND ABILITIES: The incumbent must possess thorough knowledge of health program design, implementation and evaluation is required. Also required is an in-depth understanding of and familiarity with high impact child health interventions, the Ethiopian government's Health Sector Development Program, the Ethiopian health care system, and the health-related programs of other donors. Awareness of USG initiatives including Global Health Initiative (GHI) is desirable. S/he should have the ability to establish and maintain contacts with a wide-range of government officials, implementing partners, and site-level providers engaged in child health services. The incumbent also should be able to obtain and rapidly analyze information, evaluate data, and prepare reports and related documents. S/he must be able to communicate effectively in writing and verbally in English and Amharic (another major national language is desirable), and participate in discussions and meetings effectively
