The International Rescue Committee is one of the largest providers of relief and development assistance in the Democratic Republic of Congo with an annual budget of approximately US$ 76 million and over 900 staff. In seven of DRC’s provinces, IRC implements programs in the sectors of health, governance & community development, women’s protection & empowerment, education, and emergency response through a network of ten field office and a range of institutional and community partnerships. IRC is seeking an experienced and dynamic professional for the position of Provincial Director, Katanga.
Scope: Based in Lubumbashi, the Provincial Director will oversee IRC’s operations in Districts of Haut Katanga/Kolwezi and Tanganyika, with a combined budget estimated at approximately US$ 20 million in fiscal year 2011.
In Haut Katanga/Kolwezi and Tanganyika Districts, IRC implements programs in health, education, governance and community development. The Provincial Director supervises two Deputy Directors (DDs), who in turn are responsible for oversight of the Lubumbashi and Kalemie Field Offices, from which programs are implemented. The DDs are responsible for the implementation of quality programs and the management of quality core support services: security, administration, human resources, logistics and finance.
The Provincial Director in coordination with the Deputy Directors is responsible for maintaining excellent working relations with partners and counter-part agencies at the District level, including local representatives of the DRC government as well as active participation in UN and INGO coordination fora.
The Provincial Director will provide senior leadership to project implementation, associated support services, and all planning and fundraising efforts within the IRC programs in Katanga Province.
This position reports to Regional Director and has overall management of 14 international and 323 national staff.
Responsibilities:
• Program Implementation and Quality Assurance – Provide leadership and oversight to program and operations staff charged with implementing programs in areas of responsibility. Work in collaboration with the Technical Directors to assure appropriate monitoring and evaluation systems are maintained to increase quality and program appropriateness over time.
• Efficiency and Accountability within Support Services – Increase efficiency and accountability within the provision of operations and financial support services through a focus on training, policy compliance monitoring and work flow and process analysis. Collaborate with the Director of Operations and the Director of Finance and Compliance to maximize efficiency and accountability within all aspects of support service delivery.
• Staff Recruitment, Retention and Development – Coordinate the recruitment of all staff based in area of responsibility, ensuring that mobilizing orientation is made available in the short term, as well as long-term performance management support and empowerment. Working in collaboration with the Senior Regional HR Partner and the HR department in Kinshasa develop a development strategy for staff which will allow them to perform to their potential, and which will increase the number of Congolese staff in leadership positions.
• Representation, Coordination and Planning – Lead strategic planning and business development processes for all programs implemented in Katanga Region. In coordination with the Directors of Operations & Programs, and the Policy/Advocacy Advisor, represent IRC DRC to key government counterparts and donors.
Requirements • Graduate degree in international development, business administration, or related field. • At least 8 years of international program or operations management experience, leading program implementation and support services, at least 4 of which in a senior leadership role. • Demonstrated systems and process analysis skills and experience in developing strong monitoring and evaluation systems. • Excellent written and oral communication skills in French and English.
Specific Security Situation/Housing: Lubumbashi is the provincial capital of Katanga province and has a population of approximately 1.5 million people. The city is usually quiet and relatively safe. The position is accompanied, and the Provincial Director will be housed within individual housing.
