The Pamoja Tuwalee Project will focus on three priority areas: 1) Supporting local community structures in meeting a range of MVC needs; 2) Protecting highly vulnerable children by improving the quality of services; and 3) Advocating for MVC at the community level and capacity-building to enhance ability of communities to respond to the needs of orphans and other vulnerable children.
The Livelihoods/Economic Strengthening Specialist, based in Arusha, Tanzania will serve as the technical advisor for developing, managing and evaluating innovative, economic strengthening and livelihoods interventions for vulnerable and HIV-affected families and school partners in the North. The Economic Strengthening specialist, in close coordination with local partners, will be responsible for developing and implementing livelihood strategies that reflect the differentiated needs of households and schools. As a cross-cutting position, s/he will ensure that activities underpin, reinforce, and are linked with other comprehensive services for vulnerable households. S/he will collaborate with other USG economic strengthening efforts, appropriate government ministries (such as the Ministry of Agriculture), and reinforce linkages with other program and community services including health, nutrition etc. S/he will work with a range of program partners to ensure that economic strengthening efforts are appropriate and sustainable, and will work closely with other key personnel to define, implement and evaluate program activities.

RESPONSIBILITIES
- Develop and coordinate strategy and interventions for economic strengthening and livelihoods activities with vulnerable families and partner schools and integration of the strategy into ongoing partner interventions;
- Strengthen and reinforce linkages for MVC and caregivers to livelihoods support services in communities and with appropriate ministries;
- Lead training for NGO/CBO partners in designing and implementing effective economic strengthening activities;
- Strengthen linkages and coordination between livelihoods activities and other comprehensive services across the Pamoja Tuwalee program and with other implementing and service provision partners;
- Closely collaborate with USG and other economic strengthening partners in areas of geographic overlap in the North;
- Identify or oversee development of relevant curricula and training materials to help build capacity of local partners;
- Keep abreast of new work in technical areas and disseminate new knowledge to program staff;
- Collaborate with other program staff to ensure timely delivery of products and regular reporting; and
- Advocate and promote scale-up of best practices
QUALIFICATIONS
- Degree in international development, agriculture, business or related field.
- Minimum 5 years technical experience in developing strategies for and implementing household-focused, community-based livelihoods development or economic strengthening initiatives for MVC, HIV-affected or vulnerable families
- Experience developing and implementing a range of economic strengthening interventions that reflect the differentiated needs of households
- Familiarity with community based savings and loans programs
- Experience working with USAID-funded programs;
- Demonstrated technical expertise in program design, planning, implementation, and evaluation; as well as training and materials development;
- Demonstrated evidence of commitment to innovation and technical excellence
- Excellent interpersonal, teamwork, communications, and supervisory skills;
- Extensive experience in Tanzania, including experience with government ministries at the district and local levels
- Familiarity with MVC policy (National Costed Plan of Action, Law of the Child, etc.)
- Good English language skills required; and
- Knowledge of Kiswahili and English
