Pamoja Tuwalee will focus on three priority areas: 1) Supporting local community structures in meeting a range of MVC needs; 2) Protecting highly vulnerable children by improving the quality of services; and 3) Advocating for MVC at the community level and capacity-building to enhance ability of communities to respond to the needs of orphans and other vulnerable children.
The CP and PSS Specialist, based in Arusha, Tanzania will provide overall strategic and technical direction for program CP and PSS activities and will be responsible for developing, managing and evaluating innovative, cross-cutting CP and PSS interventions for vulnerable and HIV-affected families and school partners in the North. As a cross-cutting position, s/he will ensure that activities underpin, reinforce, and are linked with other comprehensive services for vulnerable households and work closely with the program team, community and district level social protection actors, and partner organizations to strengthen innovative and sustainable CP and PSS services and systems. S/he will collaborate with other donor and implementing partner CP and PSS efforts and strengthen and reinforce linkages with other program and community services.
RESPONSIBILITIES
- Ensure CP and PSS approaches reflect child-rights, gender, and MVC child and family participation in a clear and meaningful way
- Build upon existing best CP and PSS practices and test innovative approaches that improve access to and quality of support, guidance, child rearing, and child protection services to MVC and caregivers at the household level
- Develop and implement strategies to ensure that CP and PSS interventions are designed and implemented based on feedback from children themselves
- Build broad awareness and participation across communities (schools, clinics, traditional and religious leaders, district level officials, MVCCs) for CP and PSS
- Liaise closely with Department of Social Welfare (DSW) and district social protection actors (police, justice, etc.) to strengthen effectiveness of systems and networks
- In tandem with program team and a range of partners, strengthen and expand innovative, cost-effective CP and PSS services that are mainstreamed into program activities
- Establish and extend community-based referral networks to ensure MVC and caregivers requiring additional/specialized counseling and clinical services have access to essential health, HIV and AIDS services
- Provide technical guidance to school-based program team to improve CP interventions, with a specific focus on the protection of girls
- Work with providers and program staff to develop quality of care indicators related to CP and PSS
- Keep abreast of new work in technical areas and disseminate new knowledge to program partners
- Collaborate with other program staff to ensure timely delivery of products and regular reporting
QUALIFICATIONS
- Degree in Social Work, International Development, or related field
- Minimum 5 years technical experience in community-based CP and PSS for MVC, HIV-affected or vulnerable families
- Demonstrated technical expertise in program design, planning, implementation, and evaluation; as well as training and materials development
- Experience developing and implementing capacity building strategies with a range of NGOs/FBOs/ CBOs
- Deep knowledge about and experience with MVC policy environment in Tanzania (NCPA, Law of the Child, etc.)
- Extensive experience in Tanzania, including experience with government ministries at the district and local levels
- Experience working with USAID-funded programs
- Demonstrated evidence of commitment to innovation and technical excellence
- Excellent interpersonal, teamwork, communications, and supervisory skills
- Good English and Kiswahili language skills required
