HACT Database Expert

The Database Expert will assist the Integrated Operations Officer in the ODSRSG/RC in developing a database and website as well as other planning, monitoring and decision-making tools aimed at the Harmonized Approach to Cash Transfers (HACT).

Duties and Responsibilities

Under the supervision of the Integrated Operations Officer, the Database Expert will conceptualize, design, and develop a front-end website to support the implementation of the Harmonized Approach to Cash Transfers (HACT). The candidate must have a strong background in web design and data base creation and will be responsible for: Translating complex needs of different users into user friendly applications for different audiences. Adapting existing data bases or systems to support the work of the HACT Task Force and HACT focal points to access information easily to enable them to monitor HACT implementation in the different Agencies and to facilitate decision-making. Establish a harmonized system/website aimed at collecting information on spot checks/micro-assessments of implementing partners Developing a system that allows the different focal points in various locations to upload reports and input information remotely to the central database in Kinshasa. Develop moderately complex systems (database, maps) and technological solutions to support the coordination, monitoring and follow-up of tasks related to HACT systems to facilitate the HACT taskforces decision-making process. Putting security and backup systems in place to preserve the confidentiality of the information contained in the data base. Developing user-friendly guidelines on how to use the database. Training users on how to use the database, website and other tools.

Competencies

Required Skills and Experience

Education Advanced university degree (Master’s degree or equivalent) in computer science, information systems, graphic design, interactive design, new media design, visual studies, or other design related fields. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Work Experience A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area. Experience working for an interactive agency or equivalent is a plus. The candidate must be able to provide a portfolio of work showing print and web design that they have created. Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of French or another UN official language is an advantage.
