Duties and Responsibilities | |
Under the direct supervision of the Director and Controller, the incumbent will manage the unit to deliver high quality outcomes in a client focused and transparent environment. S/he supervises the unit staff, maintains risk analysis of projects, coordinates financial management materials and communications, acts as focal point for updating financial management policies and procedures, working directly with IFAD workforce, borrowers and recipients and project staff. S/he will perform the following duties: RISK ANALYSIS • Lead the development and establish framework and procedures for performing risk analysis at country and individual project level and for loan and grant disbursement. • Lead and promote awareness on risk management and analysis in the division. COORDINATION AND DISSEMINATION OF FINANCIAL MANAGEMENT MATERIALS • Lead in providing relevant and updated financial management materials and communication both in-house and to borrowers, project staff and national auditors as required, liaising with the head, loans and grants unit. Ensure availability and awareness of materials in all relevant IFAD official languages and in appropriate media. • Provide guidance and training to IFAD and project staff to ensure familiarity with and improvement in their technical capabilities in the proper implementation of IFAD’s fiduciary responsibilities. FINANCIAL POLICIES AND PROCEDURES • Liaising with the heads of the loans and grants and accounting units, evaluate existing policies and procedures, identify the need for revisions or modifications, and lead the subsequent update processes. • Make presentations and provide training as required to key stakeholders (including IFAD Management and the Audit Committee of the Executive Board). • Act as focal point and repository in compiling/updating IFAD’s financial accounting policies and manuals, and disseminating these among concerned staff/ departments/offices in IFAD. INTERNAL CONTROLS • Support staff concerning compliance with internationally recognized control frameworks • Act as focal point and repository for all mapped processes and subsequent updates. • Ensure updated and continuing compliance with control frameworks. • Ensure accurate and timely data on country offices and entries on banking details. • In conjunction with the Accounting Officer – Systems, review and recommend changes to systems, policies and procedures to promote accuracy of information and increase efficiency while maintaining appropriate internal controls. | |
Education and Experience | |
• Advanced University degree (Master’s degree or equivalent) in accounting, finance, business, or related fields; A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree; Internationally recognized professional qualification such as Certified Public Accountant (CPA)/Certified Financial Analyst (CFA) an asset. • At least eight years of relevant professional experience in the area of accounting policy, financial reporting and auditing, preferably in public accounting firms or financial institutions • Good knowledge of internal control and risk management framework • Strong and demonstrated experience in handling technical accounting and financial reporting issues. • Experience in the implementation or application of International Financial Reporting Standards or International Public Sector Accounting Standards an advantage, especially in a reputable financial institution. | |
