IFAD’s headquarters is in Rome, Italy, and its staff work with poor rural people, their governments, communities and organizations in more than 80 countries to develop and finance programmes and projects aimed at increasing rural productivity and incomes. | | Division Context | | As part of the team of the Loans and Grants Unit, and under the supervision of the Head of Loans and grants unit, the Financial Management Officer- Audit Coordinator ensures that the audit reports of IFAD financed projects and programmes are monitored, received timely and reviewed for compliance with fiduciary requirements, following up on the quality and timeliness of outputs with relevant stakeholders. Reporting thereon is done regularly to stakeholders, including management and governing bodies as required. The Financial Management Officer – Audit Coordinator is active in introducing best practices in relation to audit fiduciary aspects by providing training, producing and updating relevant guidelines and materials for the use of IFAD and project staff. S/he provides support to Loan Officers and Country Programme Managers (CPMs), and coordinates with other financial management staff for project audit related issues; where necessary, s/he has direct contact with projects and project’ auditors to resolve specific issues. He/she cooperates with teams responsible for the assessment of country financial management systems. | | Duties and Responsibilities | | 1. Coordinate, coach, facilitate, build consensus and plan duties designed to ensure that the work of the team involved in the Project Audit (Loan Officers, CPMs, Portfolio Advisors, Financial Management Officers) is carried out in accordance with standards of timeliness, quality and quantity. To this end perform functional financial, operational, desk audit, special reviews and analysis.
2. Upon analysis performed on the audit reports received, and on the basis of IFAD’s experience on the project and on that of other Multi Development Banks (MDBs) and donors, evaluate risks relative to countries with weak financial management in the audit area. Cooperate with teams responsible for the assessment of country financial management systems.
3. Through the production and update of relevant guidelines and material, ensure the application in IFAD of best practices in relation to project audit fiduciary aspects. Provide training to IFAD and project staff for dissemination of best practices adopted by IFAD.
4. In collaboration with relevant internal stakeholders, ensure the functionality of an efficient retrieval system of audit reports received by IFAD and also the maintenance of a accurate and updated database for the monitoring and the review of project audit reports received.
5. Provide professional advice to Loans and Grant Officers, CPMs and other stakeholders as required on project audits related issues and on the audited financial statements of Institutions applying for new financing.
6. Prepare Legal Notices and Suspension Notices for Borrowers in delay of submission in line with the IFAD Operational Procedures for Project Audit.
7. Perform other related duties as required. | | Education and Experience | | • University degree in Accounting, Finance, Economics or related area. • Advanced university degree in any of the above-mentioned subjects would be an asset. • Internationally recognized relevant professional accounting qualification and/ or qualification at least at diploma level or its equivalent would be an advantage. • At least 5 years of relevant professional experience in in the area of loan administration, financial reporting and/ or auditing, preferably in public accounting firms or financial institutions. • Strong and demonstrated experience in handling technical accounting and financial reporting issues. | | Tech/Functional Competencies | | • Application of Technical Knowledge and Skills: Deals with routine queries and correspondence in accordance with procedures; Proactively seeks relevant development opportunities and submits for approval: Produces summaries and frameworks by collecting and analyzing diverse information; Strong analytical skills and ability to prepare, present and discuss technical issues in a manner understandable to non-technical people • Client Orientation: Adjusts style and approach to respect and serve different clients Identifies when a client issue requires escalation; Responds to clients without prompts or reminders from senior colleagues. • Achieving Results and Problem Solving: Proposes solutions to minimize delays and setbacks in completing work; Reviews all task objectives and achieves core deliverables; Uses time management and organizational skills to complete work to the required standard • Results-oriented team contributor combining good operational management skills with inquisitive insight regarding programme performance, seeking continual improvement and collaborative engagement within the team. | | Communication | | • Excellent written and verbal communication skills in English, including the ability to set out a coherent argument in presentations and group interactions. • Working knowledge of another IFAD language (Arabic, French or Spanish) preferred. | | Other Information | | Applicants should note that IFAD staff members are international civil servants subject to the authority of the President of IFAD, and they may be assigned by him/her to any of the activities of IFAD, including field assignments and/or rotation within IFAD.
