Crown Agents USA, Inc. (CA-USA) is seeking a Procurement Agent Manager - Team Leader for the MCC project located in Zambia.

The Millennium Challenge Corporation (MCC) provides US government grant assistance to countries that demonstrate a commitment to investing in their people, ruling justly and promoting economic freedom. Eligible countries develop Compacts with MCC to reduce poverty by supporting sustainable, transformative economic growth. The Government of Zambia (GOZ) has submitted a proposal to MCC that, pending the successful outcome of diligence and availability of funds, would result in a Compact between the GOZ and MCC pursuant to which MCC would provide a five year, multimillion dollar poverty reduction grant (a “Compact”).
Crown Agents USA, Inc. is looking to serve as the Procurement Agent and Advisor for the Compact Program with the GOZ.
The project office, based in Lusaka, Zambia, will handle all day to day contact with the client, and ensure, to the extent practicable, that all project deliverables are provided in a timely manner.
Roles & Responsibilities: To ensure Crown Agents USA’s successful implementation of procurement services for the MCA Compact Program in Zambia.
Specific Responsibilities:
Client Relationship Management: •Serve as chief liaison with the MCA-Zambia and other stakeholders regarding activities to be undertaken under the assignment
Procurement/Daily Operations: •Coordinate all activities and information/ feedback with MCA-Zambia and other stakeholder ministries: (a) standards and timetable for the preparation of work programs/procurement plan and bi-annual review of these; (b) review of work programs/procurement plan; (c) format and schedule of project reporting in accordance with MCA-Zambia and MCC procedures and approvals •Develop the Procurement Operations Manual and suite of standard bidding documents in accordance with MCC Program Procurement Guidelines, the Compact and any Supplemental Agreements; and introduce MCA-Zambia staff to these documents •Manage the procurement of goods, services and civil works, in a transparent and ethical manner, in accordance with MCC Procurement Guidelines, including inter alia: (a) preparation of advertisements and organization of procurement arrangements; (b) preparation of all procurement documents e.g. bidding documents/request for proposals, (c) Bid Evaluation Reports, (d) notification of award, (e) contract management (f) arranging inspection •Help design and maintain a record-keeping and monitoring system for contract management •Oversee management and resolution of bid challenges in accordance with the Bid Challenge System as specified in our client/donor’s Procurement Guidelines •Provide monitoring and oversight of the procurement activities undertaken by Implementing Entities acting as Procurement Agents to include: development of procurement plans; review of solicitation documents and contracts to ensure compliance with the MCC Program Procurement Guidelines; evaluation of the use of standard documents and the attainment of value for money as well as reporting on any irregularities in the procurement process •Be responsible for all reports produced by the team for MCA-Zambia •Provide technical leadership and manage the general day-to-day activities of the in-country team and project office •Liaison with the host government procurement agency’s Fiscal Agent •Coordinate and facilitate short-term technical assistance as required to supplement activities of in-country team •Perform other duties as may be assigned
Personnel Management: •Provide technical leadership and manage the general day-to-day activities of the in-country team and project office •Perform personnel reviews with Home Office Project Manager •Be responsible for all reports produced by the team for the client
Home Office Responsibilities: •Establish and maintain contact with Home Office project team •Complete all monitoring and reporting requirements of the Home Office •Coordinate with Home Office Project Manager to secure short-term technical assistance as required to supplement activities of in-country team •Perform other duties as may be assigned
Qualifications: •Significant experience working as a procurement professional (10 years or more) •Education or training in procurement, logistics, business, law, economics, finance, public administration, or related field •Extensive knowledge of international best practices in procurement procedures, project administration, contract procedures and project follow-up •Excellent communication skills and experience in working with high level government officials and business executives •Proven leadership qualities and experience as Team Leader/Chief of Party •Fluency in written and spoken English •Computer literacy •Extensive experience in procurement of goods and services, including designing and preparing solicitations and proposals, FIDIC Procurement, monitoring contract performance, and ensuring compliance •Experience working on US Government, MCC and/or World Bank-funded projects •Experience in water supply, sanitation and drainage preferable. •Experience working in multi-cultural teams •Project management experience •Work experience in similar countries
