specialist for a short-term, 2 month consultancy in South Sudan to
start on or before July 1, 2011. This consultancy will be under the
Increasing Market Potential for Returnees through Opportunities for
Viable Economic development (IMPROVE) project funded by the US Agency
for International Development (USAID) Office of Foreign Disaster
Assistance.

General Background
IMPROVE is a 12-month program (started on May 1, 2011) focused on
enabling the productive reintegration of returnees into host
communities by strengthening food security and creating opportunities
for durable livelihoods restoration through agriculture production and
market-oriented micro-entrepreneurship. The program facilitates the
re-establishment of viable, sustainable livelihoods sources for
returning populations while providing host communities with increased
income-earning potential and stronger market linkages that allow for
sustainable and durable access to basic needs and services. IMPROVE
supports host communities and returnees in Central Equatoria, one of
the highest areas of return, and East Equatoria State, where
infrastructure and institutional support for returnees is poor and
where economic infrastructure is highly under-developed. The program
leverages the existing capacities of host communities and new
returnees to build the skills and conditions that create long-term
economic self-reliance at the household and community level.
Objectives of Consultancy
Specific objectives of this consultancy are to:
• Identification of gaps in CHF’s current operational support systems
• Improvement CHF’s internal operations/logistics/
systems
• Increased capacity of local staff to maintain well-functioning
systems into the future
• Effective delivery of agricultural and ABG inputs to beneficiaries
during the consultancy through robust logistical planning and
execution
Scope of Work
• Analyze current CHF South Sudan operational systems, specifically
focusing on perceived support gaps
• Design a plan to address gaps in two stages: 1. during the
consultancy and 2. after the conclusion of the consultancy
• Update the following manuals/plans in consultation with CHF senior
staff and, when appropriate (on security matters for instance) NGOs,
UN agencies, USG officials and other entities:
o Security Plan
o Evacuation Plan
o Vehicle Usage Manual
o Operations Manual
• Develop a fleet management (including regular maintenance scheduling
and daily checks/maintenance) system
• Train logistics/operations staff on updated systems and how to
maintain well-functioning program support systems
• Ensure effective delivery of agriculture training materials and
other items to beneficiaries on time according to an established
schedule in Morobo, Juba and Torit
• Advise CHF senior staff on further areas of improvement after
consultancy
Deliverables
• 2-stage plan to address operational gaps
• Final Consultancy Report (no more than 10 pages) that includes:
o Key achievements of consultancy vs. agreed-upon milestones
for consultancy
o Recommendations to CHF senior staff on further areas of
improvement, training needs, etc.
• Updated manuals/plans (Security, Evacuation, Vehicle Usage,
Operations)
• Fleet management plan
• Any meeting notes, pictures, etc. obtained during consultancy.
Qualifications/ Knowledge, Skills, and Abilities
• At least 10 years international experience in the senior level
logistics/operations sector
• Masters-level certification in related field
• Familiarity with USAID related project implementation
• Equivalent combination of education and experience
• Broad understanding of principals of international development,
including vulnerable people like IDPs, returnees, etc.
• Excellent critical thinking skills and sound judgment.
• Excellent verbal and written communications skills.
• Excellent interpersonal and listening skills.
• Currently located in - or able to independently travel to - Juba,
South Sudan
• Ability to travel to Juba, Morobo, and Torit in South Sudan,
including substantial time spent in rural areas with minimal support
• Fluency in English, written and oral.
• Accuracy, attention to detail.
