Organizational Setting

The Office of Legal Affairs (OLA), which reports directly to the Director General, was established to provide legal services of the highest possible standards to the Secretariat and to the organs and bodies of the IAEA, as well as to Member States, regarding the implementation of the IAEA's activities. There are three Sections in OLA with responsibility for different topics: the General Legal Section, the Non-Proliferation and Policy-Making Section and the Nuclear and Treaty Law Section. The incumbent reports to the Head of the Nuclear and Treaty Law Section.

Main purpose

Under the guidance of the Section Head, the Legal Officer assists the Section Head and other officers in the Section in preparing legal instruments and documents and provides legal advice on the application or interpretation of such documents.

Role

The incumbent is an active member of a team of eight lawyers and four support staff within the Nuclear and Treaty Law Section and provides high quality professional inputs to contribute to the support provided by OLA to mainly technical divisions in the IAEA.

Partnerships

The Legal Officer collaborates with other officers in OLA and provides advice and guidance to senior managers in technical divisions.

Functions / Key Results Expected

  • Reviews and prepares documents related to the development and application of legal instruments, in particular in the areas of nuclear safety, security and nuclear liability.
  • Reviews Member States' national nuclear laws within the IAEA's legislative assistance programme.
  • Conducts studies on international and nuclear law.
  • Assumes other duties as determined by the Section Head.

Knowledge, Skills and Abilities

  • Very good knowledge of and experience with nuclear law dealing with legal issues related to nuclear safety, security and nuclear liability.
  • A sound knowledge of the relevant international instruments and national laws governing the area is required.
  • Familiarity with nuclear and treaty law.
  • Good knowledge of the IAEA's Statute, the IAEA's Regulations and Rules, guidelines by the Board of Governors and directives issued by or on behalf of the Director General, as well as other legal instruments, documents and reference materials.
  • General knowledge of IAEA activities.
  • Legal drafting technique.

Education, Experience and Language Skills

  • Advanced Law degree with good academic record.
  • At least five years' relevant experience, including several years at the international level.
  • Proven experience in preparing legal drafts.
  • Excellent command of written and spoken English essential.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 018 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $37 476*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
