Responsibilities
-- Assist in reorganization and realignment of incentive structures for administration as well as codes of conduct, references guides, charters, etc;
-- Train municipal authorities in their roles and responsibilities under land tenure legal frameworks;
-- Modeling institutions for local land and forest management, including boards and commissions; and
-- Establish and maintain productive and positive relationships with USAID, international government officials, multilateral and donor organizations, and local partners.
Qualifications
-- Educational requirements include at least a Master’s degree in public administration, political science, law, environmental law or related field of study, PhD preferred;
-- A minimum of ten (10) years experience in large USAID land tenure or governance projects;
-- Significant experience in decentralization and effective governance, including public sector capacity building, strengthening local government, customary governance systems, land administration, and design and implementation of training programs for national and local public officials;
-- Notable experience in decentralization efforts in closed and/or transitional or developing countries;
-- Exceptional verbal and written communication skills, especially in working across cultures;
-- Experience in the Great Lakes Region or East Africa preferred; and
-- English fluency required and advanced proficiency in French desirable.
