Responsibilities
- Oversee SC’s programs and operations (Administration, program implementation, financial management) in Field Office.
- Supervise Sectoral Program Managers based in the field site, providing programmatic and managerial guidance and support, and ensuring effective communication and coordination between programs including ensuring integration where appropriate.
- Visit program and ensure appropriate implementation of grants and review. Contribute to narrative and financial donors reports
- Ensure adherence to program quality control with regards to program implementation and refer to technical advisors for technical knowledge and inputs
- Coordinate program startup workshops and grant opening workshops and ensure that the Program Managers develop and use program management tools (BVAs, program implementation, procurement plans, reporting schedule…)
- Ensure that Program Managers and technical staff are working towards reaching synergy among the programs
- Oversee logistics and other operational aspects of the office.
- Help ensure that the vehicle fleet meets the needs of the field office and programs and support the implementation of cost-effective fleet management practices
- Oversee all ordering and purchasing and ensure that the transactions follow SC policies and procedures and are within the budget limits
- Oversee all supply chain management, transport, warehousing and data reporting
- Ensure staff awareness and adherence to HR policies and procedures and arranges appropriate training programs to develop staff capabilities
- Ensure that sound performance management systems are in place in the FO and performance evaluations are carried out according to SC procedures
- Ensure that donor reports and proposals are completed in a timely manner, and that donor and other visits are facilitated appropriately
- Ensure sound financial management for all programs operating from the field office (review expense reports, review Budget Versus Actuals (BVA) reports) and provide support to the Program Managers.
- Ensure correct charges of expenses and adherence to SC financial procedures
- Serve as budget holder for grants funds allocated to Field Office
- Participate in designing and setting the program strategy for Save the Children in Haiti with particular responsibility for Field Office.
- Support program design as needed assuring integration and coherence with overall SCiH operational and programmatic strategy
- Oversee the establishment of effective program monitoring and evaluation procedures that ensure accountability and make improvements
- Collaborate with Program and Finance units to ensure that program implementation and spending is on track
- Ensure effective representation and coordination with government, local elected, communities, and NGO partners and represent Save the Children in a professional manner.
- Communicate meeting discussions and outcomes to Program Managers and Field Office staff
- Maintain effective implementation of security guidelines and reporting, and ensure that safety and security guidelines and regulations are adhered to by staff
Requirements
- Bachelors Degree in a related field, masters degree preferred
- At least seven years related experience
- Minimum five years progressive managerial experience with international humanitarian assistance programs
- Solid track record of supervisory and managerial experience
- Strong understanding of and experience managing programmatic areas of implementation in Haiti: Emergency Health and Nutrition, Emergency Education, Livelihoods and Food Security, Child Protection
- Excellent communication skills (both oral and verbal)
- Highly organized
- Able to live and work in a challenging environment
- Ability to work effectively in culturally diverse environments
- Fluent English required; Fluent French or Creole strongly preferred
