Background

The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the political process to address Climate Change. The Convention secretariat supports the Convention and its Kyoto Protocol by a range of activities, including substantive and organizational support to meetings of the Parties.

The Adaptation programme supports Parties, in particular developing country Parties, in assessing, developing and implementing adaptation plans, policies and actions aimed at reducing vulnerability and building resilience and in improving the scientific basis for international climate policy and action, including through the review of the adequacy of the long-term global goal.

Responsibilities

Working closely with, and reporting directly to the Executive Secretary, the incumbent directs and manages the activities and operations of the Adaptation programme, ensuring the successful implementation of the programme of work and the effective management of its financial and human resources; contributes to the overall management of the secretariat through membership in managerial groups. In particular the incumbent:

1. Directs and manages the staff, financial resources and activities of the Adaptation programme in a way which maximizes fulfilment of the needs identified by Convention and Protocol bodies by:

(a) Developing the work programme and budget for the Adaptation programme including related resource requirements, expected outputs and performance indicators; supervising implementation of the work programme ensuring effective and efficient delivery of outputs, and regular reporting on programme performance;

(b) Managing and monitoring the programme’s financial and human resources, overseeing the prudent use of funds and the recruitment of staff; ensuring effective staff management, including guidance, career development and evaluation of their performance, as well as internal information flow and a healthy work environment;

(c) Coordinating the development of project proposals in accordance with the approved work programme and mandates; undertaking fund-raising in consultation with the Executive Secretary and overseeing the management of approved projects.

2. Provides strategic vision to the programme’s support to Parties in developing adaptation strategies and actions, as well as strategies and actions pertaining to the review of the long-term goal and the role of science, by:

(a) Leading the secretariat’s support related to: climate change impacts, vulnerability and risks, including activities under the Nairobi Work Programme and the Work Programme on Loss and Damage; National Adaptation on Plans, established Adaptation Committee, National Adaptation Programmes of Action and the work relating to LDC and of the LDC Expert Group (LEG); cross-cutting support and outreach in support of the Cancun Adaptation Framework including the Adaptation Committee, and the review of the long-term goal to hold the increase in the global average temperature below 2 degrees C above preindustrial levels;

(b) In consultation with the Executive Secretary, preparing secretariat input for sessions of the subsidiary bodies, COP and CMP, and AWGs, including overseeing document preparation, ensuring in-house consultations with other programmes as well as quality and timely submission of documents, and advising presiding officers on matters relating to adaptation issues;

(c) Managing operational activities and technical work in support of constituted bodies and expert groups; advising and consulting with the Executive Secretary on matters of strategic importance and on secretariat representation at meetings of constituted bodies;

(d) Monitoring the organization of workshops and deciding on appropriate secretariat attendance; clearing and signing related MOU’s, invitations, documents for workshops and workshop reports, and MOUs with host institutions; consulting with the Executive Secretary on invitations that may have to be signed by the Executive Secretary;

(e) Establishing cooperation activities with partner organizations, including IPCC, ISDR, UNDP, UNEP, FAO, the World Bank, WMO, OECD, UNCCD, CBD; ensuring an effective information exchange and partner organizations’ support on aspects of the implementation of the Convention and the Protocol, relating to adaptation and systematic observation issues;

(f) Planning and implementing the stakeholder engagement mandates under the responsibility of the programme in accordance with secretariat’s objectives and strategies.

3. Provides strategic advice and recommendations to the development of secretariat policies and to the overall management of the secretariat by serving as a member of managerial groups, providing advice to the Executive Secretary on policy issues, and undertaking specific managerial assignments related to the work of those groups. Promotes collaborative work methods and innovative approaches to work programme implementation.

Requirements

· Advanced university degree in engineering, environmental science, environmental or development economics. A combination of relevant academic qualifications and extensive experience may be accepted in lieu of the advanced degree.

· At lease twelve (12) years of progressively responsible experience of which four (4) years should have been at international level.

· Expert knowledge on issues relating to climate change impacts, vulnerability, adaptation and systematic observation.

· Fluency in English (both oral and written) is essential. Knowledge of another working language of the UN Secretariat is desirable.

· Demonstrated flexibility in managerial decisions relating to administrative issues;

· Proven analytical skills of complex human resources, budgetary, financial and administrative management policy and programmatic issues.

· Ability to develop and implement change initiatives.
