Under the general guidance of the Deputy Representative, responsible for the development, planning, implementation, monitoring and evaluation of the WASH programme within the country programme. Link Government, Donors, NGO and other organizations of Civil Society. Will act as key adviser to government on WASH related policy development and by doing so positions Children’s issues in national processes such as SWAP, PRSP and budget support as they relate to the WASH Sector. Responsible for capacity building for strengthening of community based management of WASH facilities, promotion of WASH related practices and monitoring. Monitor performance of existing technologies for water supply and sanitation and promote law cost sustainable options for standardization and scaling up
Qualification:
Advanced university degree in one of the disciplines relevant to the following areas: Public Health, Civil Engineering, Mechanical Engineering, Geology, Hydrology, Sanitation Engineering, or a field relevant to international WASH related development assistance. Additional training in Health Education or Communication for Development (Programme Communication), an asset.
Eight years of progressively responsible professional work experience in the UN or other international development organization, national government or the private sector. Field work experience. Background/familiarity with Emergency (preparedness and response) and the IASC Cluster approach. Fluency in French and knowledge of English as working language required. Knowledge of the local working language of the duty station is an asset.
Key Expected Results:
Conceptualize approach to plan, initiate and manage programmes and strategies in the context of Millenium Development Goals (MDGs), International Human Rights for the development and achievement of access to potable water, sanitation and hygiene in the context of integrating the transition from Emergency to Social Development.
Undertake strategic tasks for coordination and cooperation with Government, donors and other stakeholders to ensure UNICEF contribution to PRSP as well as Sector Wide Approach (SWAP) in Education, under Burundi UNDAF/UN Theme, social basic services/thematic group as well as contributing to resource mobilization/leverage for WES activities.
Prepare required documentation, work plans and design programme management, monitoring and evaluation mechanisms. Identify policy constraints and project operational problems and initiate corrective actions. Oversee and participate in the development of project work plans, ensure integration of cross cutting activities required for meeting the project objectives.
Provide required technical assistance to government and other stakeholders implementing the programme to ensure the quality of the programme and institutional capacity building for the waste sector. Review and evaluate the technical institutional and financial feasibility and constraints of programme/projects in collaboration with the government and other stakeholders implementing the programme.
Approve and monitor the overall allocation and disbursement of programme funds are properly coordinated, monitored and liquidated in accordance with programme budget allotment (PBAs) and also ensuring that the activity within agreed objectives. Take appropriate actions to ensure optimum use of programme funds.
Provide guidance to/and supervising project staff to meet project objectives and implementing project activities.
Coordinate with Operations and Supply staff on supply and cash assistance to ensure proper and timely accountability by UNICEF, Government and other stakeholders implementing the programme. Monitor projects financial management, implementation, accountability and utilization of supply and cash assistance.
Undertake field visits and surveys to monitor and evaluate implementation, identify problems and initiate remedial actions. Identify or decide on alternative course of action to accelerate/improve programme delivery and ensure capacity building and programme sustainability.
Assess project progress against physical and financial targets. Prepare programme and financial projects status report required for programme management purposes, donors, budget reviews, programme analysis, annual reports and programme reviews.
