The Revolutionary Government of Zanzibar through the Ministry of Health has received funds from the Global Fund to fight AIDS, TB and Malaria. The Zanzibar Malaria Elimination Programme is coordinating all key malaria interventions at various levels of implementation. The Ministry of Health seeks to recruit qualified persons to fill the existing gaps in implementing the planned activities in line with Malaria elimination in zanzibar.

GLOBAL FUND FOCAL PERSON-ONE POST (1)
Job description
This is a Senior' Officer position reporting to the Malaria Program Manager and to the GFATM through the Local Funding Agency (LFA). The successful candidate will lead on the implementation of Global Fund for Malaria and Zanzibar Integrated HIVITB Leprosy (ZIHTL) program activities and/or interventions at the national level.
With the support of the Program Managers of the two programs, the staff member will coordinate and ensure successful implementation of all GF interventions under the New Funding Model for the two programs.
One among the primary duties include management and monitoring of activities under the New Funding Model for successful implementation. Ensuring that planned interventions are well coordinated and effectively implemented according to management letters.
Ensuring the fiscal integrity of all transactions and operations activities according to GF Policy

Qualifications and Experience:
A degree in Public Health! Medical Sciences/Behavioral/Social sciences or related field.
Excellent at report writing, and possess good M&E skills.
Must possess a minimum three (3) years' experience working with donor funded projects and NGO at the field level.
Experience in health commodities supply chain management will be added an advantage
Experience in community level intervention
Ability to develop and write activity, monthly and quarterly reports
Experience in donor funded project management will be an added an advantage
Computer literacy excellent knowledge of Excel, Microsoft Word and Power point
Roles and responsibilities
To be the focal point for the two programs (TB/HIV and Malaria) and ensure programs supporting interventions are well coordinated and implemented
Respond to management letters and coordinate the implementation of the Global fund CPs and special conditions related to malaria grant.
Follow up of all supportive documents of malaria interventions relevant to PUDR (Progress Update & Disbursement Request) indicators.
Oversee cross cutting health systems strengthening activities and to ensure they are effectively planned and executed by all sub recipients.
Develop contract for sub recipients implementing malaria and TB/HIV interventions.
Review work plan developed by SRs before they are presented to the accountant
Participate in revising Program working documents, program budgets prior for better alignment with the program objectives.
Guide the program on planning for public and private sector and link the private sector with the Public sector for the implementation of malaria and TBIHIV supporting interventions.
Monitor and evaluate the progress and achievement of indicators and identify challenges during the implementation of malaria and TB/HIV supporting interventions
Coordinate with partners providing technical and financial support for the program.
Prepare technical reports, PUDR programmatic section every six months.
Advise the Program in matters that will help to enhance performance.
Participate in TWG organized quarterly meetings to assess the progress of the program interventions and set out ways to solve any identified problems and challenges.
