Job Purpose:
To provide technical assistance on risk management for the assigned Departments/areas of the EAC Organs and Institutions and come up with the risk registers that will be updated time to time.
Duties and Responsibilities:
- Initiate and champion the risk management practices in the Community. That is Plan, design and implement risk management process for the assigned areas by developing practical operating models;
- Offer technical assistance in relation to Risk Management to EAC Management in designing processes, policies and procedures to identify and manage threats to the achievement of objectives over the assigned Departments/areas of EAC Organs and Institutions;
- Oversee the process of identifying and assessing the risks affecting the assigned Department/areas of EAC Organs and Institutions;
- Facilitate the risk identification and assessment/ analysis workshops for heads of departments and compile the result into a risk registers of Units/Departments and Directorates;
- Assist in selecting and implementing measures to control and mitigate risks including activities to avoid risks, transfer risks and terminate risks;
- Monitor effectiveness of the processes used in identifying the external and internal risks that the assigned EAC Organs and Institutions face, evaluating the likely effect of these risks, proposing a range of control measures and monitoring and evaluating the success of these measures;
- Oversee, and assist in implementing, the plan of risk control actions (e.g. on health and safety measures, liaison with regulators, and business continuity plans etc.);
- Coordinate monitoring and evaluation of the assigned areas of EAC Organs and Institutions’ success in managing their risks;
- Organize appropriate risk reporting procedures in line with the EAC approved Risk Management Framework;
- Ensure establishment of a strong, proactive risk management culture.
- Assist in implementation of an appropriate risk reporting to unit heads and top management providing a plan on how to minimize any exposure;
- Provide support, education and training to staff, commonly at management level of the assigned areas;
- Ensure that Head of Department are aware of risks relevant to their areas of operations and the individual staff understands their accountability for individual risks;
- Collaborate with Other EAC assurance services such as Internal Audit, Legal Departments, the Audit and Risk Committee and the Audit Commission to ensure compliance with established legal and regulatory requirements.
Qualifications and Experience:
Masters Degree in Finance, Accounting, Management or related field;
Must possess a Certification in Risk Management Assurance (CRMA).
At least Ten (10) years’ experience in Risk Management with five (5) years at senior level .
Skills and Competencies:
Advanced organizing and planning, negotiation, and numeracy skills;
Proficiency in Microsoft Office applications.
Excellent interpersonal and communication skills (speaking, writing and presenting in English).
Practical knowledge of the general tools and techniques of risk management;
Education Qualifications and Relevant Working Experience:
Education Qualifications
All candidates applying must have qualifications that are recognized by the relevant national accreditation body in their respective Partner State.
This condition is applicable for locally and internationally attained qualifications. All professions that require registration with the specific professional bodies will be expected to do so in compliance with the requirements of their respective Partner States.
Relevant Working Experience
Internship, training and apprenticeship will not be considered as relevant work experience.
Eligibility:
Applicants from all Six Partner States are eligible to apply for the position.
Terms and Conditions of Service:
The position is tenable for a contract of five (5) years renewable once and is subject to the application of the EAC Quota System.
