Overall Responsibility:
You will support the management of all the data in Twaweza, in the Data and Voice Directorate. You will support the Senior Data Analyst to ensure that all survey designs, data collection, data quality assurance and analysis are carried out according to high academic standards to protect Twaweza’s reputation for rigor and impartiality. You will support the Senior Data Analyst on quantitative research design, methods and analysis throughout the Directorate of Data and Voice, as well as in relation to the research undertaken in the LME Directorate, and Twaweza overall.
Specific Responsibilities:
You will support the Senior Data Analyst and the Director of Data and Voice to:
1. Improve quality and efficiency of Twaweza’s survey design activities, including questionnaire development and design, pilot activities and pre-field quality checks.
2. Clean Uwezo and Sauti za Wananchi data, and other data produced by Twaweza, including documentation of the data cleaning decisions and processes
3. Maintain and assure data quality, and guarantee data integrity during design, collection, entry and processing. Support full adherence to Uwezo’s and Sauti’s data standards.
4. Respond to data requests through running basic analyses and completing data summaries, while improving Twaweza’s data presentation and visualization
5. Perform exploratory and advanced statistical analyses using Uwezo and Sauti za Wananchi data, and present and discuss these with the respective program teams
6. Support the LME team in planning and implementation of Data Quality Assessments.
7. Initiate the development of policy briefs, reports, articles and publications, and coauthor with team members in the Directorate.
8. Strengthen the analytical capacities of Twaweza colleagues, through data analysis trainings, and through collaborative analyses with non-statisticians within Twaweza.

3. Strong conceptual and analytical skills (managing, analyzing and interpreting data), such as multivariate and longitudinal analyses (preferably using SPSS, STATA and R).
4. Ability to present a complicated argument in understandable, accessible and compelling language, using accessible graphics to support the argument.
5. Able to write well in English, and preferably also in Kiswahili, proven through publications in refereed journals and/or books.

6. Drawing on the academic as well as a practical body of work, implement Twaweza’s Positive Deviance program in Tanzania related to open and responsive governance: systematically searching, validating and testing successful locally led solutions that deviate from the norm.
7. Lead small scale research projects in Tanzania that are informed by our learning from existing knowledge. Aim is to find potential solutions that are articulate and simple in design and are in principle scalable.
8. Collaborate with the What Works in Education program on governance aspects of education and explore other synergies and joint work as appropriate.
9. Support the Public and Policy Engagement unit in specific campaign style activities to promote open and responsive governance, for instance related to national or local elections.

About Twaweza
Twaweza East Africa | RISE Program Associate
Twaweza is an ambitious initiative, started in 2009, working on enabling citizens to exercise agency, promoting governments to be more open and responsive, and improving basic learning for children in Tanzania, Kenya and Uganda.
Twaweza is hiring immediately for a Dar es Salaam-based Program Associate on the RISE Tanzania Research Project.
RISE (Research on Improving Systems of Education) is an ambitious multi-country research program that seeks to answer the question, “What works to improve education systems to deliver better learning at scale in developing countries?” RISE aims to broaden the evidence base on education systems, with the ultimate goal of improving learning outcomes. The Programme is funded by the UK’s Department for International Development (DFID) and Australia’s Department of Foreign Affairs and Trade (DFAT).
RISE’s work in Tanzania is led by the Tanzania Country Research Team (CRT), a group of 12 expert researchers from Georgetown University, the University of Dar es Salaam, Twaweza, Amsterdam Institute for International Development, The University of Virginia, and the World Bank.
In Tanzania, the CRT will conduct research to document the process and impact of recent and emerging education reforms.
Roles and Responsibilities
The RISE Tanzania Program Associate is responsible for coordinating and implementing the CRT’s research and engagement activities in Tanzania.
The Program Associate will work closely with the CRT and Program Coordinator to execute a variety of tasks related to research management, policy outreach and stakeholder engagement. Although a Twaweza staff member, the Program Associate will receive direction from and collaborate closely with all members of the Country Research Team. The Program Associate will report to the CRT Team Lead, James Habyarimana at Georgetown University.
The PM’s duties include but are not limited to:
Manage, supervise and oversee data collection activities;
Develop survey instruments and lead study piloting;
Conduct preliminary data analysis using a statistical software package (STATA, R);
Ensure data quality through high-frequency checks;
Manage relations with government, stakeholders and research partners;
Compile and identify list of suitable survey firms to conduct different types of field research;
Conduct supervisory and/or training travel to research project sites;
Organize bi-annual stakeholder meetings and conferences; draft meeting summary reports
Coordinate logistics for CRT visits and regular team conference calls
Draft knowledge products such as policy briefs and research notes that will be shared with the RISE and Twaweza communications teams
