The ISS seeks to appoint an Evaluation and Communication Officer to work on two distinct but related activities.
Evaluation functions will involve providing guidance and collating information on outputs and outcomes from programme partners for donor reporting and communication purposes.
Communications functions will involve working with the ISS Communication department and project partners to develop and implement internal and external communication strategies to help the programme achieve its goals. Strategies will cover the aims, target audiences, messages and methods of communication for relevant project activities. The successful candidate will report to the Programme Head.
About the Pan-African Programme on Transnational Organised Crime
The purpose of the Pan-Af TOC programme is to enhance African capacity to respond more effectively to transnational organised crime. The programme will establish five regional organised crime observatories to study transnational organised crime and strengthen policy and interventions in Africa, based on this new analysis.
Key stakeholders and beneficiaries of the programme’s work will include African policy makers and practitioners, including the African Union, inter-governmental institutions, and civil society actors, as well as international actors operating on the continent (including the EU), the media, and local communities.
Overview of duties
- Work with ISS staff and programme partners to design and implement evaluation and communications activities in line with the programme’s requirements
- Collaborate with ISS Communication department to ensure the development and implementation of effective communication plans and protocols
- Work with programme partners to gather relevant output and outcomes evaluation information
- Design evaluation information for reporting and external communications purposes
- Maintain ongoing liaison with programme partners to ensure that planned evaluation and communications activities are undertaken timeously
- Design reporting templates for project activities
- Ensure a high quality of all services relating to evaluation, reporting and communications
- Ensure that all project communications are branded in terms of EU contracted requirements
- Commission and oversee external service providers to ensure that branding, communications and evaluation services and products are provided as required, including communications campaigns
- Oversee and manage budgets and expenditure in accordance with donor agreements and ISS policy
- Package relevant information and develop the first draft of project narrative reports for donor
- Establish and update project stakeholder mailing list
- Gather, compile and distribute monthly emailer to mailing list
- Oversee commissioning, design and updating of the programme website
- Oversee updating of project website with new content, and ensure links to relevant materials on partners’ websites
- Produce and upload social media content, and produce press releases and event notices as per communication plans
- Oversee publications process following the submission of final drafts of publications including reference checking, language editing, translation and editing of translated copy, design, layout and printing, in liaison with other programme staff
Overview of requirements:
- Bachelor’s Degree in Communication or Journalism/Media studies
- At least 4 years in a communications or journalism/media position
- Experience in planning and implementing communication strategies as well as writing press releases, short engaging articles, headlines, teasers
- Knowledge and use of digital media, websites and social media
- Experience in managing consultants, publications and service-providers
- Strong written and verbal communication skills in English and French
- Experience in designing and managing budgets
- Ability to undertake multiple tasks and activities in parallel
- Ability to work systematically and accurately according to strict deadlines and under pressure
- Experience of managing and updating website content
- Strong knowledge of social media platforms
- Proficiency with all MS Office programmes
- Detail-oriented, organised, innovative and forward-thinking
- This position requires extensive travel both regionally and internationally.
The initial length of the contract will be three (3) years, and may be renewed subject to programme requirements, funding and satisfactory performance. A competitive salary is offered.
