SUMMARY OF ROLE
IntraHealth seeks a Chief of Party (COP) for an upcoming USAID Comprehensive Health Service Delivery (CHSD) tender in Tanzania. The purpose of the CHSD project is to improve the health of Tanzanian families through delivery of high quality integrated family health services(e.g., maternal, newborn and child health, Malaria and also family planning), strengthening of the public and private sector to deliver these services, and by creating demand for high quality services. The Chief of Party will be the principal liaison with USAID Tanzania and the Ministry of Health, Community Development, Gender, Elderly and Children (MOH) and will supervise the Project Leadership Team (PLT). The Chief of Party will be responsible for overall project leadership and management, providing strategic guidance, vision and leadership including coordination among USAID and key stakeholders and other implementing partners at the national, regional, and district level. S/he will oversee all aspects of the project with a particular focus on the technical integrity of program design and implementation and meeting targets and achieving project deliverables. S/he will oversee local finances and budgets, including managing all procurement and contracts/subcontract administration activities and assure compliance with organizational and donor policies.

S/he will report to the IntraHealth’s Director of East Africa Programs. S/he will collaborate closely with IntraHealth Tanzania country office staff and US-based technical staff from the IntraHealth Chapel Hill office.

ESSENTIAL FUNCTIONS

• Ensure the achievement of high quality results by IntraHealth International, Inc, its sub contractors and sub grantees
• Provide overall technical and managerial leadership for the project
• Build an integrated vision amongst related components and diverse actors, focusing on achieving results in maternal child health, family planning and malaria
• Serve as key liaison and work collaboratively with USAID, the Ministry of Health at all levels, local Government authorities and other stakeholders and partners in implementation of the project to ensure the alignment and integration of the program with the Government of Tanzania’s strategies.
• Identify obstacles and risks related to implementation in a timely manner and suggest appropriate adjustments to the home office and USAID
• Directly supervise and oversee the work of project staff, including sub contractors
• Lead communication and reporting to Government of Tanzania entities such as the Ministry of Health

Minimum Requirements

• An advanced degree in health, social sciences, or a related discipline is highly desired.
• At least twelve (12) years of professional experience managing health programs in developing countries in complex cultural settings, in progressive leadership positions.
• Strong management skills
• Strong skills and a track record in strategic visioning, leadership, networking, and problem-solving as well as effective skills for interacting with senior-level policy makers.
• Experience working with USAID directly or as an implementing partner, strong familiarity with other USG initiatives, and considerable experience working with the host government.
• Demonstrated capabilities and high-level expertise in family planning, MNCH, and/or malaria program service delivery
• Ability to build networks, influence with effective listening, strong communication, persuasion, negotiation, and other skills to ensure a positive approach. have strong problem-solving skills.
• Strong diplomatic skills and an ability to work in multi-cultural settings with several types and levels of professionals.

SUMMARY OF ROLE

IntraHealth seeks a Deputy Chief of Party(DCOP) for an upcoming USAID Comprehensive Health Service Delivery (CHSD) tender in Tanzania. The purpose of the CHSD project is to improve the health of Tanzanian families through delivery of high quality integrated family health services (e.g., maternal, newborn, and child health and also family planning and malaria), strengthening of the public and private sector to deliver these services and by creating demand for high quality services. The DCOP provides technical leadership to assure clinical excellence and innovative approaches to building highly skilled and functioning public and private health workers ready to offer quality MNCH, family planning, and malaria services in the Lake/Western Region of Tanzania. The DCOP supports the Chief of Party (COP) in providing technical program leadership in the development, management and project implementation that leads to desired project results. In the absence of the COP, the DCOP will assume overall responsibility for the project. The DCOP will take the lead in coordinating program development, implementation and reporting, and will work very closely with the Intermediate Results (IR) Leaders overseeing the project’s major components, and other program staff to ensure results and synergy in the development and implementation of the project. The DCOP reports to the COP.
ESSENTIAL FUNCTIONS

• Provides leadership in MNCH and oversees the strategy and implementation of the family planning and malaria components of the program
• Provides leadership in implementation science and state-of –the-are service delivery approaches.
• Supervises Team Leads and facilitate achievement of their program objectives and targets with technical backstopping and support.
• Initiates and facilitates regular technical meetings to review program implementation, and identify measures to overcome implementation bottlenecks and enhance quality of deliverables.
• Accounts to the COP on the delivery of strategic program objectives, with regular reporting on a monthly, quarterly and annual basis.
• Leads documentation and sharing of knowledge and emerging practices from the program internally within IntraHealth and externally with the wider stakeholder audience.
• Ensures daily operations of overall program implementation activities are on schedule and that reports, new plans and budgets are prepared with sufficient lead time to get the necessary approvals.
• Works with the COP to provide technical and administrative support in all aspects of the project and carries out any duties that may be assigned by the COP.
• Oversees and represents the project in the absence of the COP.
Minimum Requirements

• Master’s degree in international health, social sciences, health, or related discipline
• At least 10 years relevant professional experience
• Preferred experience with USAID-funded projects.
• Significant experience and expertise in MNCH and Family Planning/Reproductive Health service delivery programs.
• Significant knowledge and experience of working with the Ministry of Health in Tanzania.
• Proven ability to direct and manage a team and to work with partners, USAID and headquarters staff
• Demonstrated experience overseeing development of activity budgets, managing activity costs, and monitoring program spending against budget in an accurate and timely manner
• Proven ability to manage confidential matters discreetly and with the trust and confidence of colleagues and clients including USAID and Ministry of Health
• Demonstrated diplomatic and interpersonal skills and ability to work in a complex and changing environment with all levels of stakeholders
• Proven customer-service (client-focused) management skills
• Excellent oral and written communication skills in English
• Computer literacy in MS Office applications including Word, Excel, Power Point, and Outlook
• Willingness to travel 25% within the country and internationally on occasion
