The Better Immunization Data (BID) Initiative’s strategy is based on the premise that better data, plus better decisions, will lead to better health outcomes. Its vision is to empower countries to enhance immunization and overall health service delivery through improved data collection, quality, and use. The BID Initiative will shine a light on the challenges surrounding data collection, quality, and use, and identify practical, country-owned, country-led solutions in immunization that could spread to other health interventions. The Initiative will partner with countries and global health stakeholders to develop and deploy a holistic and scalable approach that focuses on information system products, data management policies, and the practices of people that use them in order to enable evidence-based decision making. These components will be packaged into a replicable solution that can be easily and cost-effectively adapted by additional countries interested in using it to improve their immunization management. If successful, a true tipping point will occur—one in which countries can access, analyze, and act upon accurate immunization data—anytime, anywhere, resulting in improved immunization outcomes.
The BID Initiative Change Management Lead will play a key role in the implementation of the work in Tanzania. The Change Management Lead will provide leadership and support in the adoption and overall behavior change and quality improvement work related to the quality and use of immunization data in Tanzania. They will work with the BID Initiative Tanzania Director and other technical leads to facilitate the work of a technical team working directly with health facilities to implement new systems and new methods across the health system. Similarly, they will work with other members of the technical team to collaborate with Ministry of Health and Social Welfare (MOHSW) officials in order to advance change management initiatives. The Change Management Lead will work with technical advisors from PATH Seattle office to develop and evolve the methodologies, tools, and processes for use by this team and to be implemented through the BID Initiative work.
Specific duties and responsibilities.
Evaluate and recommend the appropriate change management and quality improvement methodologies and tools for implementation in health facilities and across the health system, developed in conjunction with technical advisors from PATH Seattle office and BID leadership.
Coordinate the implementation of all change management and quality improvement efforts for the BID Initiative in coordination with team management and leadership in designated regions and districts in Tanzania.
Coordinate with M&E Lead to assess and monitor the effectiveness of change management activities and deliverables; track adoption targets and key indicators; identify problems and promote solutions.
Identify and evaluate opportunities to share learnings across various regions, districts and facilities within Tanzania and to other countries participating in the BID Initiative.
Support the evolution of adoption strategies for targeted interventions as rollout progresses and new learnings occur. Specifically, provide insight and expertise on specific change management strategies that increase potential for end user adoption and realization of defined benefits.
Contribute to and advocate for data and the use of information as a key strategic resource for managing.
Identify all relevant stakeholders, their roles and their needs throughout the system development life cycle and incorporate this landscaping into the proposed methodologies and targeted interventions.
Coordinate with other technical leads to help facilitate adoption and use of technology and process changes in clinical and administrative settings.
Understand and participate on the team designing interventions to address the challenges related to the adoption and use of information systems in the health sector.
Understand and apply the basic theories, concepts and practices of change management to team activities, and work to ensure the full Tanzania team understands and jointly owns the change management concepts for their work.
Anticipate issues and opportunities and mitigate risks associated with the targeted interventions and project objectives in implementation.
Work collaboratively and foster productive relationships with internal and external partners working throughout the health system.
Demonstrate knowledge of health and health systems and appropriately apply this information to the targeted interventions and project objectives.
Supervise and support the capacity building of the BID Initiative staff to ensure the quality and consistency of interventions throughout implementation activities.

Required Experience:
A Bachelor’s Degree in Behavior Change Communication / Change Management. 5-10 years’ experience with healthcare and/or change management and/or behavior change/capacity development. Experience designing and implementing innovative change programs and/or benefits evaluation programs. Experience working with the MOHSW, and knowledge of the Tanzanian health system and service delivery is desirable, ability to travel throughout Tanzania to coordinate implementation activities.
