Deputy Chief of Party (DCOP/Technical Director)

MSH seeks candidates for the position of Deputy Chief of Party for an anticipated $75 million dollar USAID health service delivery program that will be seeking to support the Government of Tanzania (GOT) to increase access to high quality, comprehensive and integrated health services, especially for women and youth, with a focus on maternal, neonatal, child and reproductive health and nutrition outcomes. The program will also support the GOT’s Health Sector Strategic Plan (HSSP) IV Strategic Objective to deliver an integrated package of essential services in communities and health facilities, “applying evidence-based, efficient channels of service delivery,” and the HSSP IV objective to “focus on geographic areas with higher disease burden.”

OVERALL RESPONSIBILITIES:

This position is responsible for clinical oversight, coordination and supervision of the project’s treatment programs; provides conceptual development of programmatic designs/changes; assists in evaluation of program effectiveness in meeting stated objectives and provide overall management and coordination of clinical services for the care and treatment at the district hospital and health centres levels.

This position is subject to project award and funding.

Specific Responsibilities

SPECIFIC RESPONSIBILITIES

1. Design and lead project initiatives to increase utilization and delivery of high quality, high impact health interventions and services.
2. Design and lead project initiatives to scale up access and use of MoH essential package of services as well as other key health priorities identified by USAID.
3. Design and lead initiatives to link communities to health facilities and/or or health referral networks to provide better access to essential services. Ensure a continuum of services by providing systematic referral and counter-referrals from the site level to the community level.
4. Ensure all services are aligned and delivered according to the norms and guidelines established by the MoH.
5. Reviews deliverables for completeness, accuracy, and continuous quality improvement.
6. Participates in the development of the project strategic and operational plans, and oversees the development and successful implementation of the service delivery annual work plans.
7. Providing national level technical assistance to improve policies, strategies and guidelines that are evidence-based and maximize impact of the national HIV program; monitor programmatic performance on the HIV care cascade for adults, children and Option B+ women, from enrolment to ART initiation, adherence and retention in care; specific areas include providing technical guidance to:

a. Improve the quality of care for prevention and management of HIV associated conditions;

b. Strengthen basic packages of HIV care and support, diagnostic support and interventions that are appropriate to the type/ category of HIV care clinic;

c. Address health systems bottlenecks that impact on the quality of clinical care, retention and attainment of viral suppression;

d. Strengthen linkages between HIV care and support and other HIV prevention services.

Qualifications

1. An advanced degree in health management, public health or related field, or equivalent experience;
2. A minimum of 8 years’ experience in managing district level health care delivery programs, including planning and implementing activities that impact on the district health service delivery as a whole;
3. Demonstrated ability to plan and coordinate with a variety of collaborators, including national level managers, donors, technical assistance organizations, NGOs and community-based organizations;
4. Demonstrated experience in developing and implementing successful training and supervisory systems as well as direct supervision experience.
5. Five years’ experience working with or supporting programs related to HIV/AIDS in Tanzania.
6. Ability to work with Microsoft Office software, specifically Word, Excel, and PowerPoint
7. Ability to work independently and manage various tasks in a team setting on a daily basis
8. Strong organizational and communication skills.
9. Experience with USAID highly desirable
10. Fluency in written and spoken English. Ability to communicate in Swahili will be an added advantage.
