Following the detection of the initial cases of cholera in Oar es Salaam in August 2015, the outbreak has now spread to other regions of Tanzania. The majority of cholera cases detected so far are from the city of Dar es Salaam. The Ministry of Health and Social Welfare in collaboration with partners has reviewed technical and financial assistance needs for on effective outbreak response.
A Notional Cholera Task Force led by the Ministry of Health and Social Welfare is the major multisectoral coordination body for the response involving development partners, NGOs and other line ministries and government departments. The outbreak response has focused on the following interventions: social mobilization on personal hygiene, safe water and sanitation, chlorination and treatment of water sources and storage tanks, strengthening of case management in treatment centres and risk management during burials of the deceased. The primary focus of the community interventions is public sensitization, water treatment at household level and disease surveillance. These community-based interventions engage community input through existing community structures to assist local government authorities in tailoring interventions to the community needs.

DUTY STATIONS : Kinondoni, liaia and Temeke Municipalities

The Public Health Officer will mainly support the Municipal Medical Officer and other implementing partners at the municipality to contribute to the successful containment of cholera outbreak.

DUTIES AND RESPONSIBILITY
Under the guidance and supervision of the WHO Representative, the incumbent will perform the following specific responsibilities. In collaboration with the RMO, the MMOs and other health workers in the Municipalities, the public health officer will undertake the following tasks:
I.Support effective coordination of all health partners involved in the cholera outbreak response efforts at Municipal level
II. Develop on operational plan for the implementation of outbreak response activities
III. Support the application of standards, implementation, supervision, monitoring, evaluation and reporting of the -outbreak activities
IV. Support disease surveillance strategies to strengthen preparedness for other epidemic-prone diseases, producing and analyzing information on health threats, activities and outcomes, and ensuring dissemination to partners and local authorities.
V .Representing the organization in all coordination and other meetings in the region and district
VI.' Writing and disseminating weekly and monthly health situation reports highlighting the general context, epidemiological situation, on-going health response and gaps
VII. Engage with other key sectors Education, Information to explore ways to increase coverage of life saving health interventions using appropriate strategies
VlIl. Build the capacity of district healthcare managers and other health partners on all aspects of outbreak control and management
IX. Undertake any other task assigned by the WHO Representative

KNOWLEDGE/QUAUFICATIONS
Education:
University degree in medicine, nursing or other health related fields and post graduate qualifications in public health, epidemiology, communicable disease control etc .

Experience:
At least 5 years' working experience in the field of public health, tropical medicine and disease surveillance
Working experience in communicable disease outbreaks, or other emergency context
Working experience with multiple partners including Ministry of Health, UN or a reputable international NGO will be on added advantage

Skills and competencies:
Good understanding of health delivery, health systems and emergency context, policies, planning and management issues in Tanzania
Excellent interpersonal skills;
Strong organizational skills
Ability to promote cohesive action and convince officials with tact and diplomacy;
Ability to function effectively in complex and rapidly changing outbreak environments
Ability to write in a clear and concise manner, and to present factual information.
Competency in data management and analysis
Organized and flexible with working hours and ready to work for-long hours when required
Energetic and able to work and live in basic conditions on the field
Communication: Excellent knowledge of English and Kiswahili;
