Duties:
The incumbent will perform the following duties:

• plan, organize and manage the work of the Documents Division and Library, contribute to the definition of its general policies, procedures, aims and overall directives;
• analyse and define the information needs of the Court and of the Divisions users, keep abreast of publications and developments in the field of international law and of publishing in general, make recommendations concerning additions to the stock, select and supervise the acquisition of works in printed and/or electronic form, take responsibility for the preparation, implementation and management of the Divisions budget;
• carry out and/or supervise in-depth bibliographic research for Members of the Court, the Registrar and Registry staff, collating information from a wide variety of sources;
• under the supervision of the Registrar of the Court and in co-operation with the Department of Legal Matters, prepare the bibliographies of cases brought before the Court and the annual bibliographies of publications relating to the Court;
• ensure the effective running of the reference and loans service, monitor and improve the quality and consistency of cataloguing and indexing activities;
• manage, lead, train, appraise and supervise the five staff members of the Documents Division and Library;
• participate in the planning and organization of training courses for Court personnel and Library staff;
• take responsibility for the integrated library management system (Minisis) and for the library portal on the Court?s Intranet; co-ordinate the management and migration of data and ensure coherence between the catalogues and databases;
• define the procedures and develop the tools required to provide appropriate services and to maximize the use of stock, keep abreast of new technologies and information management tools in order to optimize their use;
• monitor the storage conditions of the digital and paper collections and manage the stacks of the Library of the Court;
• continue the current process of conserving and digitizing the Archives of the International Military Tribunal of Nuremberg and respond to requests to consult those archives;
• ensure effective co-operation with the libraries of the United Nations system and other external libraries, including the Peace Palace Library, in accordance with the agreements in force.

Essential qualifications and skills:

• University degree at masters level in international law, international relations or librarianship;
• approximately seven years of varied and responsible experience in information or library management, preferably related to legal matters;
• extensive knowledge of all library operations and procedures, including applications of computer techniques and the integration of automation into library functions and services;
• proven ability to write clearly and concisely and good oral communication skills;
• proven skills in management and personnel relations, ability to maintain good relationships with staff and capacity to work in a multicultural environment.

Languages:

English and French are the two official and working languages of the Court. A very good knowledge of both these languages and drafting ability in at least one of them are required. Knowledge of other official languages of the United Nations would be an asset.

Remuneration:

Depending on professional background, experience and family situation, a competitive compensation and benefits package is offered.

The Courts salaries are calculated in US dollars but paid in euros. They consist of a basic salary and a post adjustment which reflects the cost of living in the Netherlands and the euro/dollar exchange rate.
In addition, the Court offers an attractive benefits package including 30 days of annual leave, home travel every two years, an education grant for dependent children, a pension plan and medical insurance.
