POSITION: PROJECT MANAGER, LAND AND HOUSING DELIVERY
Location: Dar es salaam, Tanzania
Reporting to : chief Executive officer
iv; Context
WAT-HIST has been building housing with basic water and sanitation services for low income communities for many Years. WAT-HST provides land development and construction services with both its in-house technical team and contracted professionals.
WAT requires a project manager to manage its rapidly growing low income land development and housing construction programmer. Ost of the project work involves green field estates with starter core houses that can grow incrementally. The project manager will also manage future commercial and sustainability.
The project manager will be a member of the core senior management teams, and take charge of increasing the efficiency, productivity and capacity of WAT-HST’s technical team.
Principle Duties
Projects planning, Execution and monitoring
a) Select and coordinate the necessary professional teams to deliver land, housing and services.
b) Ensure that proper tools, procedure and documentation are in place and maintained to manage and monitor all aspects of project development: planning, design, procurement, tendering, pricing, contract administration, scheduling, quality control, risk management, resources procurement, communications and stakeholder engagement.
c) Ensure adherence to local regulation and industry best practices to achieve high quality projects across the portfolio.
Business Development, financial management, Reporting and capacity building
a) Asses and assure sustainability and profitability of the land housing delivery programmer including resource and budget allocation, project packaging and project pipeline planning.
b) Ensure that proper financial aspects of projects including: cost estimates; actual cost and payments to contractors, sub-contractors, consultants and other parties; and to ensure that all projects are free of any form of corruption.
c) Coordinate planning and budgeting with other departments to support organizational goals.
d) Develop and implement KPI based monitoring and reporting systems to support organisation goals.
e) Building the capacity of the WAT-HST technical team, and set up in house polices, procedures and management information systems to ensure project are designed, managed, and built to agreed, schedules, standards and budgets.
vi). Qualifications and competencies
a) Professional qualifications in the built environment field such as construction project management, quantity surveyors, engineering, architecture, or town planning.
b) Senior project programmer manager with minimum 7-10 years of experience managing large scale serviced residential and or commercial projects/or commercial projects/ programs.
c) High level understanding of technical, market and financial issues related to housing development and construction
d) Excellent ability to respond to changing context, market and working environment
e) Experience managing, mentoring and training staff; and with current management information systems
f) Experience written and oral communications skills in English.
g) Experience of working in Tanzania development and building regulations and experience working with local statutory institutions to secure permits, and with local
h) Knowledge of Tanzania development and building regulations and experience working with local statutory institutions and experience working with local financial and mortgage institutions would, and with local financial and mortgage institutions would be an advantage.
i) Professional registrations and or post graduate qualification in management will be an added advantage
