The Monitoring and Evaluation (M&E) Specialist is responsible for refining and implementing the monitoring and evaluation system for IGE. This entails revising and defining indicators, developing or updating data collection tools, coordinating all data collection, processing and analysis; maintaining a database of project performance; ensuring data quality and completeness; and providing routine reports to the Chief of Party, project staff, Land O'Lakes headquarters, and project clients. The position is also expected to assemble and report the data from project partners, including evaluations, and to assist with the recruitment, selection and supervision of the work of external consultants. The M&E Specialist will conduct their work in consultation with the M&E Global Staff, Chief of Party and other project staff.
Main tasks and responsibilities:
Create, manage and revise as needed the Performance Management Plan.
Establish appropriate mechanisms for monitoring and tracking of program activities and results
Coordinate ongoing data collection for the project.
Ensure that data are entered into Land O’Lakes’ M&E system IMPACTS in a timely manner.
Regularly review data collection processes, perform data quality assessments, and make adjustments as needed. Revise and/or strengthen guidelines for completion of data forms, and conduct new M&E training to project partners and staff at project sites if necessary.
Compile data from multiple sources and provide ad hoc and periodic performance reports to the Chief of Party, including quarterly and annual reports.
Establish a process to regularly sharing the outputs of M&E findings with program staff, and implementing partners.
Undertake regular visits to the field to support implementation of M&E and to identify where adaptations and improvements might be needed.
Lead the selection of appropriate consultants for assessments and evaluations, including writing a scope of work, selection of consultant, reviewing study design, tools and final report, and overseeing progress and quality control
Assist Project staff to use project data to report and disseminate evidence of project work to the wider community, USAID, Land O'Lakes IDD, Host Government, and other external stakeholders.
Attend and represent the organization at official meetings with Government and other partners in a professional manner.
Assist in identifying opportunities for growth and participate as required in proposal development.
Provide guidance to management on how to further improve the implementation of the program.
Utilize established Sharepoint system (DevLink) to store key documents and share key project and country related information with other staff.
Other duties as assigned.
Required Qualifications:
Bachelor’s degree in statistics, demographics, economic or related field. Master’s degree or coursework in M&E, statistics, or economics preferred
Minimum of 2 years of professional experience in a position responsible for implementing M&E activities of international development projects.
Experience in M&E of agriculture projects preferred. Experience in planning and managing social research/survey work
Experience with both qualitative and quantitative data collection and analysis methods
Excellent computer skills in Microsoft Word, Excel, PowerPoint and SPSS preferred.
Excellent analytical and communication skills
Good time management and willingness to travel to the field frequently.
Proven interpersonal, group facilitation and training skills.
Fluent in spoken and written English.
