BACKGROUND
Femina Hip is Tanzania’s largest youth-focused Behavior Change Communication (BCC) organization, reaching millions of Tanzanians on an annual basis with its recurring edutainment media products. Under its new five-year strategic plan, Femina Hip has committed to implementing a Results-Based Management (RBM) system for its Monitoring, Evaluation and Learning (MEL) activities. This has required a shift in the organization’s approach to MEL, with a much greater emphasis now being placed on conducting research.
Femina Hip is committed to expanding its human resource capacity to carry out internal research studies on a regular basis, in addition to routine monitoring tasks. The MEL Officer will be primarily responsible for ensuring that the organization has a well-functioning MEL system in place, which will allow it to be accountable to its donors by demonstrating the results of its work. Under the supervision of the head of the Strategy Department, the MEL Officer will also play an integral role in shaping the future direction that the MEL Team’s research activities will take.
DUTIES AND RESPONSIBILITIES
• Assist the head of department in developing the annual monitoring and evaluation plan and updating the MEL strategy
• Ensure adequate monitoring tools are in place and are being used as intended; update and revise them on an annual basis
• Ensure quarterly checklists are completed by all teams
• Plan, organize and conduct quarterly reviews
• Complete the quarterly checklist and presentation for the MEL team
• Compile the annual activity plans for the organization
• Compile data for and assist with writing all donor and annual reports
• Conduct field research into organizational outcomes on a quarterly basis by administering a qualitative questionnaire during field trips, conducting data analysis, and writing a report on the findings
• Oversee Femina HIP’s annual participation in the Tanzania All Media Products Survey (TAMPS)
• Develop a plan for implementing Most Significant Change (MSC) methodology
• Identify and assist with writing terms of reference for potential research studies that Femina Hip could work with external research partners to conduct
• Maintain the MEL Library and expand it by identifying important research which has implications for Femina Hip’s work
• Ensure proper knowledge management by organizing and maintaining the MEL Team’s information storage folders
• Maintain a list of all current contracts Femina Hip has with donors, making special note of reporting requirements
• Conduct weekly knowledge sharing meetings for all staff in order to facilitate organizational learning about topics relevant to Femina Hip’s interests
CORE COMPETENCIES

• Familiarity with Results-Based Management, Outcome Mapping (OM), and Most Significant Change (MSC) methodologies

• Excellent translation skills between Swahili and English
• Interest in regular field travel to conduct research
• Ability to conduct research with youth on sensitive issues, especially those relating to sexual and reproductive health and rights

REQUIRED SKILLS AND EXPERIENCE
• Master’s Degree in Statistics, Public Health, International Development, or related field
• Coursework in quantitative and qualitative research techniques, including quantitative analysis
• At least 1 year of experience in the design and implementation of quantitative or qualitative research in a development setting
• Basic computer knowledge, including Microsoft Office applications and cloud storage services (Google Drive)
• Working knowledge of statistical computing packages such as STATA or SPSS
• Fluency in written and spoken English and Swahili
