Background
The Internal Training and Education Centre for Health (I-TECH) is collaboration between the University of Washington, in Seattle, and the University of Calfonia, San Fransisco. It is a centre in the University of Washngton’s Department of Global health and has officers throughout Africa, Asia, and he Caribbean including Tanzania. I-TECH Tanzanua is PEPFAR funded through Centers for Diseases Control and Prevention (CDC) and Health Resources and Services Administration (HRSA). I-TECH Tanzania supports the Ministry of Health and Social Welfare in the areas of health systems strengthening, health workforce development, HIV/AIDS and Monitoring and Evaluation
POSITION: COUNTRY REPRESENTATIVE
POSITION SUMMARY
the position of Country Representative requires an individual with demonstrated expertise in public health program management and capacity development. The position requires effective communication with both domestic and international staff. CDC Country Officer in Tanzania, local Ministry of Health and leadership in developing sustainable programs and cope with rapid changes in both funding and programmatic direction as dictated by the funded, and effectively use evailable resources to meet those expectations. This position will take responsibility in fulfilling I-TECH’s scope of work by managing the implementation of I-TECH training, technical, and program activities to ensure that work plans are developed for each activity and deadlines are met
Duties and Responsibilities
Program Leadership
• Ensure full implementation of grants to the maximal extent possible. This will be evaluated based on the deliverables in the work plan
• Ensure a seamiless working relationship between the country program and headquarters staff, including Principal investgators and Team Lead
• Lead productive working relationships with national government representiatives, local and International non-government organizations, and funders including CDC’s Global AIDS program in-country staff
• Promote I-TECH;s sustainability through new business development, diversification of I-TECH’s funding sources and development of I-TECH’s technical expertise
Project Management
• Plan budgeting and works plans for multiple funding sources
• Employ and promote I-TECH Management Practices using a team-based management approach
• Submit regular reports to funders and stakeholders
Operations and Safety
• Oversee development, application and regular updating of written policies and procedures for country office
• Oversee the development, implementation and monitoring of in-country contracts and vendor agreements

Finance
• Provide oversight for all funds spent in-country and assure grant allow ability
• In collaboration with country office staff, prepare staff, prepare and monitor internal budget reports prepare forecasts, and consider program implications
Human Resource
• Apply I-TECH, DGH and UW principles throughout all aspects of staff oversight
• Ensure that oil contracts and employment packages are consistent with local practice and labor law
• Hire, coach, evaluate, discipline and/or discharge employees as necessary
• Identify and lead staff professional development initiatives at the individual and group levels
Qualification/Requirements
• Masters in Public Health, Health Administration or related field; and five years of related work experience, with a leadership role in complex multi-facoted public health programs, to include at least three years of experience in a supervisory role
• Support knowledge of and practical experience with health systems in Tanzania
• Experience with budget development and management, and monitoring of fiscal systems
• Working knowledge of US government and other grants and contracts systems
• Fluency in Kiswahili and English including reading and ratting
• Demonstrated ability in interact with persons for a vanity of professional disciplines
Preferred qualifications
MD or PhD with strong health and administrative skills 5 - 10 years of project leadership experience in Tanzania
