THE ORGANIZATIONAL SETTING
The Regional Office is primarily responsible for maintaining continuous liaison with States to which it is accredited and with appropriateorganizations, regional civil aviation bodies and sub-regional bodies and UN Agencies and programmes. The Regional Office ensuresinterregional coordination and promotes the timely and harmonized implementation of ICAO policies, decisions, Standards andRecommended Practices (SARPs) and air navigation plans. The Regional Office also provides technical guidance and assists States withimplementation.The incumbent reports directly to the Regional Officers Aeronautical Information Management (AIM) and Air Traffic Management (ATM),whom s/he consults on complex tasks. Instructions are given by Supervisor on technical and/or policy related matters.
MAJOR DUTIES AND RESPONSIBILITIES
Function 1 (incl. Expected results)Ensures smooth management of meetings in terms of logistical arrangements, documentation and technical material as well as postfollow up actions, achieving results such as:
- Assist ATM and AIM Officers with the conduct of regional technical meetings, workshops and seminars within and outside the Regional Office, compile draft meeting reports, arrange, prepare and process meeting documentation, including draft working and information papers and presentation related to meetings, seminars and workshops managed by ATM and AIM, and arrange for the meeting documentation to be uploaded on the ICAO Western and Central African Office (WACAF) website. Prepare and oversee the tracking, collation and distribution of meeting documentation.
- Format and publish working/information papers for meetings that the ATM Section is responsible for. Liaise with States authorities and international organizations concerned in relation to the preparation of meeting papers and advising, as necessary, of ICAO provisions.
- Research and compile technical material on ATM, AIM and Search and Rescue (SAR) subjects based on ICAO Annexes, Procedures for Air Navigation Services (PANS), Regional Air Navigation Plan (ANP), Africa-Indian Ocean Region (AFI) Planning and Implementation Regional Group (APIRG) conclusions and guidance material.
- Maintain an efficient recording system of follow-up actions on recommendations made by regional technical meetings for which the ATM and AIM Officers have prime responsibility, including recommendations made by Regional Air Navigation Plan and AFI Planning and Implementation Regional Group (APIRG) meetings. Maintain records of action taken and/or required.
- Assist in developing regional plans for the transition from AIS to AIM and providing assistance to States for the development of associated National Plans, in a harmonized manner.
- Assist in implementing the ICAO Regional Office work programme in the technical/operational field, as directed, including preparation of analyses on technical/operational aspects of AIM-related subjects and preparation of reports, briefs, correspondence, etc. providing assistance to States with the objective of improving their AIM services, eliminating their identified deficiencies, achieving the performance objectives and enhancing their safety oversight capabilities.
Function 2 (incl. Expected results)
Monitors the preparation and processing of amendments to ICAO Documents (Regional ANP and Regional Supplementary Procedures(SUPPS)), achieving results such as:
- Assist in the preparation and processing of amendment proposals for the ATM, AIM and SAR subjects of SUPPS (Doc 7030) and theAFI Basic ANP and Facilities and Services Implementation Document (FASID, Doc 7474) and maintain registration of theseamendments.
- Prepare draft State Letters transmitting proposed amendments to the above-mentioned documents to States, collate replies to the circulation of proposals and prepare draft documentation to be submitted to Headquarters.
- Undertake follow-up actions on the progress of amendment proposals in a timely manner.
- Prepare correspondence informing States of the approval of new amendments and the applicability date.
- Keep the status records of amendment proposals updated identifying, monitoring and undertaking follow-up action on deficiencies in the AIM field and fostering their resolution in a coordinated manner.
Function 3 (incl. Expected results)
Maintains Regional guidance material, manuals and documents, achieving results such as:
- Under the direction of ATM and AIM Officers, compile and collate source material for the preparation of draft revisions to the ATM, AIM and SAR related regional guidance material.
- Edit and check for consistency of replies from States and international organizations to the material. Upload the material on the WACAF website.
- Maintain ATM and AIM technical library, filing system and historical record of amendments to ATM and AIM regulatory documents.
- Establish and maintain records of progress on subjects for which AIM and ATM requires follow-up actions.
Function 4 (incl. Expected results)
Processes and records aeronautical data related to ATM Section functions, achieving results such as:
- Process requests from States or aircraft operating agencies for allocation of three-letter and telephony designators and answer inquiries related to ICAO Codes.
- Coordinate with Headquarters for the allocation and update of Designators for Aircraft Operating Agencies, Aeronautical Authorities and Services (Doc 8585).
- Manage, when requested, under guidance from ATM Officers, the ICAO Five-letter Name Codes and Route Designators (ICARD) system. Provide guidance to States on the efficient use of the ICARD system, and reply to inquiries related to ICARD system.
Function 5 (incl. Expected results)
Provide general technical and administrative supports to ATM Section, achieving results such as:
- Manage all logistics arrangements for meetings and conferences, such as venue preparation, issue meeting invitations and reminders as required, registration of participants, etc.
- Prepare drafts of routine documents, e.g. meeting reports, briefings, etc. and correspondence related to ATM, AIM and SAR technical activities.
- Based on records of work progress, prepare and update the monthly work programme for ATM and AIM. Prepare initial draft of activities report and the expected work programme.
- Maintain records of mission/meeting programme of ATM and AIM.
- Coordinate travel arrangements for ATM and AIM Officers.
- Assist ATM and AIM Officers in designing survey/questionnaires, and collecting and analysing data received through the surveys/questionnaires.
- Maintain the calendar.
QUALIFICATIONS AND EXPERIENCE
Educational backgroundCompletion of secondary education.Professional experience and knowledge
- At least five years of experience.
- Knowledge of correspondence, filing, meeting procedures and office management procedures.
- Proficiency in office automation and skilful in contemporary software (Word, Excel, PowerPoint, SharePoint and Acrobat).
- Knowledge and experience is database management is desirable.
Language skills
The work requires functional reading, writing and speaking abilities in English and French. Knowledge of any of the other languages of theOrganization (Arabic, Chinese, Russian, Spanish) is an asset.
