THE ORGANIZATIONAL SETTIN G
The Regional Office is primarily responsible for maintaining continuous liaison with the States to which it is accredited and withappropriate organizations, regional civil aviation bodies and UN Agencies and programmes. The Regional Office ensures interregionalcoordination and promotes the timely and harmonized implementation of ICAO Strategic Objectives, policies and decisions. The RegionalOffice also provides technical guidance and assists States with the implementation of Standards and Recommended Practices (SARPs).The incumbent reports directly to the Deputy Regional Director with whom s/he consults on complex technical issues and supervises anddelegates tasks to one Assistant (GS) on the work of the Aerodromes, Air Routes and Ground Aids Section (AGA).
MAJOR DUTIES AND RESPONSIBILITIES
Function 1 (incl. Expected results)Monitors developments of concern to ICAO in the States to which the office is accredited, in the field of aerodromes. Assists theStates in the implementation of the provisions related to the design and operation of aerodromes and heliports included in Annex 14,Volumes I and II, and Air Navigation Plan (ANP) requirements, achieving results such as:
- Assist States with implementation programming of the AGA Facilities and Services in the approved ICAO ANP for which they are responsible;
- Initiate action aimed at achieving efficient and effective implementation of the ANP requirements for which the office has follow-up responsibility;
- Monitor developments in the region to ensure that the ANP requirements meet current aircraft operations in the region and States and, where necessary, assist with the processing of amendment proposals;
- On the basis of data and information collected, assist States to ensure that implemented facilities and services meet ICAO criteria;
- Organize and conduct meetings, seminars and workshops aimed at promoting implementation of the ANP;
- Serve as secretary and/or technical adviser at ICAO meetings, seminars and workshops;
- Coordinate the work of ICAO and that of other organizations to ensure harmony and attend meetings of such organizations as required.
Function 2 (i ncl. Expected results)
Analyses and proactively assesses a State's Universal Safety Oversight Audit Programme (USOAP) results related to Aerodromes andGrounds Aids on a regular basis with emphasis on any issues raised by the Monitoring and Assistance Review Board (MARB),International and Regional Organizations and other appropriate stakeholders and provides technical advice and recommends solutionson such issues, achieving results such as:
- Assist States with appropriate application of ICAO SARPs and Procedures to the air navigation facilities and services for which they are responsible;
- Analyse laws and regulations to identify differences from ICAO SARPs and follow-up with States to ensure compliance or notification of differences;
- Monitor developments related to the USOAP and provide assistance to improve implementation of State action plans.
- Follow-up on outstanding ICAO correspondence on SARPs during missions.
Function 3 (incl. Expected results)
Supports the ICAO Technical Assistance programme, achieving results such as:
- Identify areas of deficiency needing technical assistance in terms of equipment, experts and training;
- Monitor the effectiveness of the ICAO Technical assistance programme in States and, where necessary, propose changes;
- Assist with development of training courses at ICAO sponsored institutions and monitor the quality of output through analysis of training reports.Function 4 (incl. Expected results)Maintain technical competence in States, achieving results such as:
- Monitor and ensure States keep abreast of latest technological developments and provide advice to States as necessary;
- Undertake familiarization visits to places of high technology;
- Conduct workshops and seminars for States on new technology.

Perform other related duties, as assigned.
QUALIFICATIONS AND EXPERIENCEEducational background
A first level university degree in civil engineering, airports engineering or other aviation-related technical discipline is required. A postgraduate degree in the above disciplines is desirable.
Professional experience and knowledge
- Considerable experience (preferably ten years) in a civil aviation environment, including a minimum of three years of experience as agovernment inspector or an ICAO auditor, preferably in the areas of site selection, design, construction and maintenance of aerodromesand visual ground aids.
- Experience working at management level or in an advisory capacity in the areas of aerodromes and grounds aids, includinginvolvement in project management and planning concepts.
- Experience in providing training and/or conducting seminars and workshops in an aviation-related discipline, preferably related tointernational obligations and government regulation of air transport and specifically relating to aerodromes certification and supervision.
- A good knowledge of national civil aviation acts and civil aviation regulations is an asset, including familiarization with regional and State initiatives and aerodromes-related regulations developed for common use of a group of States.
- Knowledge of and experience of not less than five years related to aerodromes in the African Region.
- Demonstrable knowledge of the Convention on International Civil Aviation, ICAO SARPs relating to flight safety, and related guidancematerial specifically related to Annexe 14. Knowledge of other ICAO Annexes and documents.
- Knowledge of ICAO and its functions, including the functions of the different Bureaus and offices, Air Navigation Commission (ANC),Council and Assembly and experience in working closely with senior officials at the State and international levels is a definite advantage.
