CTA’s focus is on food security, the relationship between climate change and agriculture, regional trade and markets, and agricultural science, technology and innovation. The Senior Programme Coordinator will work in synergy with team members to conceptualize, formulate, initiate, facilitate and give content to partnership projects that make best use of CTA’s comparative advantages in these areas. (S)he will work with key stakeholders to mobilize support for these projects.
The Senior Programme Coordinator reports to the Programme Manager, PMI, and works with other team members in CTA to engage in the following activities:
PRIMARY DUTIES AND RESPONSABILITIES
-Conceptualize projects through which CTA can optimally leverage its comparative advantages in order to have a meaningful impact on agricultural policies and processes in ACP countries, in particular to the benefit of smallholder farmers
-Contribute to leveraging CTA’s resources with contributions from other development partners to maximize programme impact
-Initiate, develop and manage partnership projects, primarily with regional and continental ACP bodies dealing with agriculture, natural resource management and, rural development policies and strategies
-Commission strategic studies to build evidence-based information that will contribute to learning lessons from policy and value chain development and implementation in ACP countries and regions
-Organise fora to facilitate sharing and learning of experience
-Provide and channel technical expert assistance to partners in developing national, regional and continental-wide strategies in CTA’s areas of expertise
-Provide and channel capacity building support to regional civil-society organizations, particularly farmer and women’s organizations, to engage in policy processes
-Prepare and publish written briefs and summary reports to synthesize existing literature on complex technical topics to inform key public and private sector decision makers in ACP countries
-Manage project budgets in accordance with CTA’s policy.
-Supervision of consultants (regularly)
-Supervision of trainees (from time to time)
ACADEMIC QUALIFICATIONS
Masters or preferably a PhD degree in agricultural economics/business, development/agricultural policy, natural resource management or similar field
RELEVANT WORKING EXPERIENCE
-Minimum 10 years post-qualification relevant experience, preferably in developing countries
-Relevant professional experience in working in/interacting with international organizations
-Experience in developing projects in relevant domains, and in mobilizing funding for such projects
-Professional experience in conducting research, studies and evaluation
-Experience in representing her/his organization in international fora.
SKILLS
-Ability to build team synergy and work with a team
-Demonstrated in-depth knowledge of agricultural & rural development issues in ACP countries
-Demonstrated sector/thematic expertise and competence to mentor others in relevant themes
-Strong skills in project development, and in project fund raising
-Strong analytical skills including demonstrated experience preparing clear briefing materials from complex subject matter
-Excellent communication and presentation skills
-Efficiency, flexibility and diplomacy
-Fluency in English or French with working knowledge of the other
