-Ensure compliance to all CTA procurement rules and regulations and to internal instructions and guidelines on procurement procedures.
-Advise on general procurement issues in accordance with the relevant policies and regulations, in particular to assist and provide support for market consultations / tenders
-Draft procurement documents, arrange their publication and execute all relevant procurement procedures, including reviewing and clearing tender files and supporting documentation
-Participate and advise in negotiations and in the opening and evaluation of offers as appropriate
-Act as a point of contact for communications with tenderers during procurement procedures
-Contribute to the further development and implementation of CTA's procurement activities
-Develop and maintain procurement related instructions, standards, guidelines and templates
-Any other appropriate tasks assigned by the supervisor.
Academic qualifications
Minimum: A university degree in Business Administration, Management or related field
Relevant working experience
-Minimum of 7 years' professional experience in the area of procurement preferably within EU institutions/Agencies or other international organizations
-Experience of working in an international organization
Knowledge of the financial regulations which apply to CTA, internationally recognized accounting procedures as well as experience with EDF procedures and ACP/EU organizations would be an advantage
Skills
-Fluency in French or English and proven ability to work in the other language, which includes the ability to write clearly and accurately
Ability to work in a multi-cultural environment
-A high level of communication, facilitation, presentation and listening skills
-A team player who respects and appreciates different perspectives and demonstrates service orientation.
